HANCOCK COUNTY BOARD OF SUPERVISORS
Electronic or sealed Bids for construction of Storm Prep Building HVAC Replacement will be received by the
Hancock County Board of Supervisors, located at 854 Highway 90, Bay St. Louis, 39520, until 10:00 A.M. Local
Time, July 6th, 2026, then bids will be publicly opened and read. Any bids received after the time and date specified will
not be considered and will be returned.
All bids must be addressed to the HANCOCK COUNTY BOARD OF SUPERVISORS of Hancock County,
Mississippi; marked “SEALED BID TO OPENED AT 10:00 A.M., July 6th, 2026, and specify the name of the bid
project. If bid is submitted by mail, the address of the Hancock County Board of Supervisors is “854 Highway 90,
Bay St. Loius, MS 39520”. If bid is hand-delivered, the street address of the Hancock County the Hancock County
Board of Supervisors is “854 Highway 90, Bay St. Loius, MS 39520”.
When bids are submitted electronically, the same requirements for submitting sealed bids shall apply. Electronic
bids shall be submitted online at www.neel-schafferplans.com and shall include a document on the first page stating
the same language required on the face of the sealed envelope.
A pre-bid meeting for this project will be held on Thursday, June 18th, 2026, at 9:30 A.M., Local Time at the Neel-
Schaffer’s office, located at 3036 Longfellow Drive, Bay St. Louis, MS 39520.
The project generally consists of:
The removal and replacement of a 20-ton packaged air conditioner, two demand control units, and exterior ductwork at
the Hancock County Storm Prep Building located in Kiln, MS.
The above general outline of features of the work does not in any way limit the responsibility of the Contractor to
perform all work and furnish all plant, labor, equipment, and materials required by the specifications and the
drawings referred to therein.
The Contractor will commence the work required by the CONTRACT DOCUMENTS within 10 calendar days after
the date of the NOTICE TO PROCEED and Final Completion of the project will be obtained within 105 calendar
days of the NOTICE TO PROCEED date unless the period for completion is extended otherwise by the
CONTRACT DOCUMENTS.
Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by the
Mississippi State Board of Public Contractors establishing its classification as to the value and type of construction
on which it is authorized to bid. Contractors submitting a written sealed bid must write their current Mississippi
Certificate of Responsibility Number on the outside of the sealed envelope containing their Bid as well as on their
Bid. If the Bid is being submitted electronically through the Online Plan Room, the Mississippi Certificate of
Responsibility Number must be included on the cover page and profile of the electronic bid submittal.
Proposals shall be submitted in duplicate, sealed and deposited with the Hancock County Board of Supervisors prior
to the hour and date hereinbefore designated. No bidder may withdraw its bid within 60 days after the actual date of
the opening thereof.
Each Bidder must deposit with his proposal, a Bid Bond in an amount equal to 5% (five) percent of its bid, payable
to the Hancock County Board of Supervisors, as bid security. The successful bidder will be required to furnish a
Payment Bond and Performance Bond each in the amount of 100 percent of the contract amount.
Contract Drawings, Contract Specifications, Instructions to Bidders and Bidders Proposal forms are on file and open
to public inspection in the office of the Hancock County Board of Supervisors, 854 Highway 90, Bay St. Louis, MS
