NOTICE IS HEREBY GIVEN that quotes are hereby requested and will be received by the Village Administrator of the
Village of Tarrytown located at Village Hall, 1 Depot Plaza, Tarrytown, NY, 10591, or by e-mail to
administrator@tarrytownny.gov by the deadline of 11 a.m. on Monday, April 27, 2026, at which time they will be publicly
read and the Contract awarded as soon thereafter as practicable for:
Tarrytown P.W.S. Fire Hydrant Lubrication and Flow and Pressure Testing Contract w/Report
Bids may be mailed or delivered at the above physical address or E-mailed to the Village Administrator to
Administrator@tarrytownny.gov with “Fire Hydrant Lubrication and Testing with Report”.
Quotes and proposals shall be in accordance with the Village’s requirements.
The Village reserves the right to reject any and all Quotes, and to waive any informalities therein.
The Village will not accept Quotes and/or Proposals from, nor award a Contract to, anyone who cannot prove to the
satisfaction of the Village that he/she/they has/have sufficient experience in this type of work and is financially ready,
willing and able and to furnish and supply the work and testing required by the Village.
Other relevant documents may be requested at the office of the Village Administrator at Village Hall, 1 Depot Plaza,
Tarrytown, NY, 10591, on or after Monday, April 13, 2026. Such documents will be made available at no charge, by
sending a request via email to Administrator@tarrytownny.gov.

A. BACKGROUND
Village of Tarrytown and Tarrytown Public Water System:
The Village of Tarrytown (the "Village") is a municipal government incorporated in 1870 as a Village
under the laws of the State of New York. The Village’s population based on the 2020 US Census is
approximately 11,860. The Village operates a Municipal Public Water Supply #5903461.
The Village’s area is approximately 3.1 square miles of land, and the Village operates a pump-station
that provides on average between 2 MG and 3 MG of water per day, depending on demand and season.
The Village’s water system due to changes in elevation is divided between “High Service” and “Low
Service”.
High Service denotes the area of higher elevation which has lower water pressures ranging from “30
PSI to “170” PSI depending on location, elevation, and whether it’s beyond the pressure reducing
valve in the system.
Low Service denotes the area of lower elevation which has higher water pressures ranging from “60
PSI to “110” PSI depending on location and elevation.
The last time the Village did a village-wide pressure and flow test was in 2008 (see attached report).
A map of the Village’s water system with fire hydrants marked on it is available to the company
making the successful quote.
The Village owns and maintains approximately 500 public municipal fire hydrants. This Request for
Quotes and Proposals is for a hydrant maintenance contract including “works” lubrication of the valve
and stem, identification of any stuck or frozen valves and stems, and a pressure and flow test and
report including the data from each test. This is not for such a study of hydrants on private property.
Data requested to be collected:
1. Date of test
2. Location of hydrant
3. Fire flow hydrant number, if any
4. Residual hydrant number, if any
5. Static Pressure (psi)
6. Residual Pressure (psi)
7. Test flow (gpm)
8. Fire Flow available at 20 PSI confirm yes or no
9. Flow Hydrant Rating
10. Fire Hydrant Manufacturer / Brand
11. Flow Hydrant defect(s), if any describe in detail
We also request that the valves A - on the hydrant and B - in the street be lubricated with Food Grade
Fire Hydrant and food-safe water system mechanism lubricating oil.
