INVITATION TO TENDERERS
City of Lacombe

1.1 Sealed Tenders clearly marked “City of Lacombe, 2025 Capital Works Program”,
directed to:
Attention: Brett Kruger, P.Eng., Assistant Project Manager
1100 - 4900 50th Street, Red Deer, AB T4N 1X7 (11th Floor Reception)

1.2 The submittal must be delivered or mailed to allow such TENDER to be physically received
at the above noted address no later than March 27, 2025 at 2:00:59 PM (Local Time).
Tenders received and not conforming to the foregoing will be returned to the Tenderer
without being considered. A tender or any amendments received via facsimile will not be
accepted.
1.3 The Work comprises of, but is not limited to, approximately:

Water Main Replacement 66 m
Granular Subbase and Base Course 8,688 m2
Asphalt Concrete Paving 27,786 m2

1.4 Digital copies of the Tender Documents will be available on the BuildWorks Canada
website.
1.5 A non-mandatory, pre-tender meeting will be held on March 14, 2025, at 10:00 PM (Local
Time) at the following location:
City of Lacombe Operations Building
5395 Len Thompson Drive
Lacombe, AB T4L 2H3
1.6 Tenders must be accompanied by:
- Bid Bond or Certified Cheque in the amount of 10% of the Tender Price,
- Consent of Surety,
- Copy of Current Safety Certificate or Temporary Letter of Certification, and
- Construction Schedule in Gantt Chart format or equivalent
- Addendum Acknowledgement (if applicable)
1.7 The Owner may decide, at its sole discretion, that no bid submitted will be accepted and
no Contract will be awarded pursuant to this Tender process. In that event, all Tenderers will be notified, and the Owner will have no liability to any Tenderer. If the Owner decides
to accept a Tender and award a Contract, the selection of the successful Tenderer will be
based on a number of criteria which will include, but not limited to, price, delivery date,
and qualification of the Tenderer. Receipt of an Invitation to Tender and evaluation by the
Owner of a bid does not imply that the Tenderer is qualified. The Owner reserves the right
to waive informalities in, reject any or all Tenders, or to accept the Tender deemed most
favorable in the interest of the Owner. No bids will be accepted from contractors with which
the City of Lacombe is currently involved in either legal proceedings or arbitration.
1.8 The successful Tenderer shall be the Prime Contractor for the Project pursuant to the
applicable construction safety legislation and shall have primary responsibility for the
safety of all workers and equipment on the Project in accordance with such legislation.
