INSTRUCTIONS TO BIDDERS
The City of Neosho, Missouri will accept sealed bids until Thursday, August 14, 2026, at 10:00 a.m. at the
Receptionist Desk of City Hall, Attn: City Clerk, 203 East Main Street, Neosho, MO 64850.
The bid will be for the following:
Project: One-year contract for Celebrate Neosho Fireworks Displays
Please label the envelope: Fireworks Display Bid Opening, August 14, 2026, at 10:00 a.m.

All bids shall be F.O.B., Neosho, MO. All bids shall be exclusive of federal, state, and city taxes. Bids on this
(these) unit(s) shall be made on forms furnished with these specifications. Additional information,
specifications, deviations, and manufacturer's literature should be attached to bid forms. All bids should include
the turnaround time in getting started on this project.

The City reserves the right to reject any or all bids and to accept the lowest or best bid. The City reserves the
right to split bids, if in the best interest of the City.

BID SPECIFICATIONS:
The bid packet is for the purchase of a one-year contract for fireworks displays:
Fireworks Display for Celebrate Neosho 2027, Saturday, June 26, 2027
* Location: On top of the hill behind the Morse Park Ballfields in Neosho, MO. Please call City Hall at (417) 451-
8050 to make an appointment to visit the location.
* Length: Approximately 23 minutes, no less than 20 minutes, not to exceed 25 minutes.
* Priorities: Variety of shell bursts, length of show, avoidance of "black sky"
* Bids: Bids should include a count of each size and type of shell to be in the show, as well as a description, either
brief or detailed at bidder's discretion, of the show. Feel free to submit multiple bid options. Bids should
include all costs and additional expenses.
* Fireworks: The fireworks will be fired at least 1,000 feet from any spectator area. The show must be pre-loaded
and electronically fired and must be all aerial effects. The display shall include a distinct opening and an even
more distinct finale and be essentially void of "black sky". Shells used in the display shall range from 2- 12
inches in size and include low level fireworks. The vendor will submit the number and size of all shells to be
used. Information should also include the type and design, duration of burn, and percentage of overlap of all
shells for the show. The vendor will also be responsible for acknowledging all county, state, and federal laws,
regulations and ordinances that apply to fireworks displays. All permits and licenses required to produce
displays must be obtained prior to the event.
If not previously provided to the City of Neosho, the vendor shall provide three references from public
o
or private entities, with a contact person, address, and telephone number for who a similar service has
been done within the past 18 months.
Prior to submitting a proposal, prospective vendors should try to visit the site to familiarize themselves
o
with the conditions and limitations of the site. Failure to visit the site does not release the successful
vendors from fulfilling all obligations necessary to fulfill the requirements for the request and
subsequent reward.
The vendor shall provide a list of personnel involved with the display, including their names and a brief
o
description of their experience in the field of pyrotechnics.
The vendor will be responsible for all transportation and delivery, loading, unloading, setting up,
o
breaking down, etc., of all equipment used for the display
The vendor will be responsible for cleaning a 250-foot radius of the area in which it operates during the
o
event, and this area must be thoroughly cleaned immediately upon the conclusion of the event.
Furthermore, the vendor is responsible for filling any holes caused because of the display.
The vendor will be responsible for providing all safety equipment, tools, and materials involved in the
o
execution of the fireworks display, including but not limited to mortar rocks, containers, sand, lumber,
stakes, etc. Consequently, any damages or injuries incurred during the execution of the display will be
100 percent the liability of the vendor.
The vendor shall be responsible for providing approved, operational fire extinguishers of the appropriate
o
classification, and they shall be accessible and in plain view from the time the fireworks arrive on site
until all fireworks are completely removed from the site.
The vendor shall be responsible for the removal of all materials and shall complete a walk of the entire
o
fallout of the fireworks site at the conclusion of the show to ensure that all exploded shells are removed,
and unexploded shells are properly handled.
The vendor will need to provide the City of Neosho with a Certificate of Liability Insurance, naming the
o
City of Neosho as an additional insured, showing proof of liability limits as follows: at least $2 million
dollar aggregate/$1 million dollar per occurrence.

Postponement Policy:
In the event the display is postponed for any reason, including rain, lightning, draught, natural disaster or wind
conditions, then the display will be rescheduled for the rain date specified in the contract unless a different date is
mutually agreed upon with the vendor and the City of Neosho events coordinator. If, through no fault of the vendor, the
decision to postpone is made by the city on the date of the display, the vendor shall have the right to bill the city for
expenses incurred as a result of the postponement, but in no case shall those charges exceed 10 percent of the contract
price. The City may request from the vendor an itemized statement and/or justification of postponement charges.
In determining the most advantageous bid, the City of Neosho reserves the right to consider quality, workmanship,
service, and dependability of the vendor, independent of the price.
One original and one signed copy of the proposal must be received in a sealed envelope plainly marked: "Fireworks
Display Bid Opening, August 14, 2026, at 10 a.m.". Questions regarding this proposal shall be directed to Krysti Muhic,
Human Resources Director, 417-451-8050 or email kmuhic@neoshomo.gov. The City of Neosho reserves the right to
accept or reject any or all proposals and waive any irregularities received and to accept the proposal considered most
advantageous to the City. By virtue of statutory authority, a preference will be given to materials, products, supplies,
provisions, and all other articles produced, manufactured, made or grown within the State of Missouri.
