The Government of Saskatchewan requires an experienced primary research supplier on contract for a survey (telephone and online) research project being undertaken by the Ministry of Advanced Education.

The Ministry of Advanced Education, in collaboration with its post-secondary institution and organizational partners, will undertake a research project to provide up-to-date data on Saskatchewan’s graduate outcomes. The study will include graduates from publicly funded and private institutions. The survey will explore graduate perceptions and experiences, including level of satisfaction with their education, sources of financing for their education, level of education-related debt, pre-and post-graduation mobility, and educational and employment outcomes.

Interested suppliers must demonstrate professional experience in:

• ability and experience to perform quantitative research by telephone and through online methodologies;
• ability to search and successfully contact hard-to-reach respondents;
• relevant capabilities and experience in developing methodology reports and data dictionaries, as well as comparing findings from similar studies; and
• relevant experience working with the post-secondary Education sector.

The contract will commence in January 2026. Suppliers must demonstrate a clear commitment to service delivery and confirm their availability during the survey period in fall 2026, with a commitment to completing the project by March 2027.

Companies interested in pursuing this account should submit a brief letter of intent, not exceeding two pages. The letter should specifically articulate why your experience and capabilities relative to the criteria above make your firm the best choice for this account. Please include two client references who can speak to your ability in the criteria above. Bidding firms must identify any intent to use subcontractors and include a description of the scope of services. From the responses, a shortlist of firms will be developed. These firms will be asked to prepare a proposal.

Bidding suppliers must immediately disclose to Communications Services, Executive Council, any actual or potential conflict of interest which currently exists or which may arise during the period of the competition.
