Description

  1. The project scope consists of, but is not limited to, providing all field investigations, surveys, design, plant, labor, supervision, materials, equipment, supplies, transportation, third-party services, and incidental related work to design and execute construction work defined in this Statement of Work and the attached documents. The work includes all necessary finishing work to provide the Government with a final product that is fully functional and leaves no areas of the facility that appear incomplete or unfinished.

  2. Install hinge kits on kitchen hood exhaust vents for cleaning. Replace kitchen hoods with units that are more appropriately sized for intended uses. Replace leaking hood fire suppression systems and provide new systems for all hoods. Repaint the entire exterior of the facility. Repaint most of the interior of the facility to include all classrooms, hallways, entrances, and staff office space. Replace any floating glass panels in doors or hallways that are broken, damaged, worn, or otherwise need replacement. Place safety film that meets standards for School Age Programs (SAP) on all windows. Replace missing and/or broken skylights. Seal cracks, bolt holes, and all other openings on remaining skylights that could potentially or currently cause water leaks. Replace acoustic tile ceiling systems in rooms affected by mold growth. Replace sewer main and clear out drains. Abate asbestos in the concrete flooring above the sewer main, and in any of the gaskets on the old sewer line. Sustainable principles, to include life cycle cost-effective practices, will be integrated into the design, development, and construction of the project in accordance with UFC 1-200-02.

  3. The scope includes the abatement/removal of any ACM, LBP, or any hazardous materials. For detailed information, see the Section 8 and 9.



If the Contractor determines that materials other than those already identified as ACM/LBP in the Government-provided records require additional sampling to safety execute the awarded scope, notify the Contracting Officer, and submit sampling plans. After approval, conduct sampling and analysis in accordance with the specifications and submit the Asbestos and/or Lead Sampling and Analysis Results (ASAR/LSAR) to the Contracting Officer for action.



Ensure to submit and get approved AHAP/LHAP for the discovered ACM and LBP prior to beginning the work.




  1. The contractor shall determine the best technical design solution in conformance with current regulations. The design and construction work shall comply with US federal, Department of Defense, Air Force, and 18 Wing criteria, as well as applicable Japan regulatory requirements not specifically stated elsewhere in this project statement of work to provide a complete and usable facility upon completion.
