SECTION I: GENERAL INFORMATION
1.01 INFORMATION SUMMARY
Digital Submittals Only. The Town of Johnstown (“Town”) is requesting proposals from qualified
firms to develop a Water Efficiency Plan in accordance with C.R.S. §37-60-126. Submissions must
be emailed to Lilly Cory, Water Efficiency Coordinator, at lcory@johnstownco.gov. Proposals are
due no later than 5:00 PM MDT on April 8, 2026. Late submissions will not be accepted.
1.02 PURPOSE
The Town of Johnstown is soliciting proposals from qualified consulting firms (“Firm”) qualified to
enter into a Professional Services Agreement to create a Water Efficiency Plan for the Town of
Johnstown.
1.03 SUBMISSION OF QUESTIONS
Prospective firms may submit questions by email to Lilly Cory at lcory@johnstownco.gov no later
than 5:00 PM MDT on Friday, March 27, 2026. Please use “WEP RFP” as the subject line.
Responses will be issued as an addendum no later than 5:00 PM MDT on Wednesday, April 1, 2026.
1.04 AWARD
The Town will award the contract to the Firm receiving the highest combined score for technical
qualifications and price. Additional details are provided in Section 4, Evaluation and Award.
The Town reserves the right to negotiate any aspect of the proposal with the highest-rated Firm. If
negotiations are unsuccessful, the Town may proceed to negotiate with the next highest-rated Firm
until an agreement is reached.
1.05 AGREEMENT
The selected Firm will be required to execute the Town’s standard two-party Professional Services
Agreement. See Attachment A for reference to a sample agreement.
1.06 EXPENSES ASSOCIATED WITH RESPONSE
The Town is not responsible for any costs incurred in preparing or submitting a proposal. Proposals
should clearly and concisely demonstrate the Firm’s ability to meet the requirements of this RFP,
with emphasis on clarity and completeness.
1.07 REJECTION OF PROPOSALS
The Town reserves the right to review and approve of all key staff and sub-consultant substitutions
or removals and may consider such changes not approved to be a breach of contract. Furthermore,
the Town reserves the right to reject any or all proposals in part or full and to waive any
technicalities or informalities as may best serve the interests of the Town.

SECTION 2: SCOPE OF WORK AND REQUIRED SERVICES
2.01 BACKGROUND
A. The Town of Johnstown is a growing Front Range community with a population of just over 20,000
residents and approximately 7,000 water service accounts as of 2025. Growth is expected to
continue into 2026.
B. The Town does not currently have a Municipal Water Efficiency Plan (Plan). This Plan will be
developed in accordance with the Water Conservation Act of 2004 and Colorado Revised Statute
(C.R.S.) §37-60-126. A State-approved Plan will enable the Town to qualify for funding from the
Colorado Water Conservation Board (CWCB) and the Colorado Water Resources and Power
Development Authority for water supply and delivery projects
2.02 INTRODUCTION
A. This Request for Proposals (RFP) outlines the project, required scope of services, consultant
selection process, and the minimum information that must be included in each proposal.
Proposals that do not follow the requirements and procedures in this RFP may be disqualified.
B. Based on the RFP, potential interviews, and reference checks, the Town intends to select a
consultant to support the Town of Johnstown. The selection process includes negotiation of a

Professional Services Agreement. If the Town is unable to reach an agreement with the selected
consultant, it may initiate negotiations with another firm. This RFP does not obligate the Town to
award a contract, reimburse costs associated with proposal preparation or negotiations, or enter
into any resulting agreement.
2.03 STATEMENT OF WORK OVERVIEW
A. The Town is seeking a qualified consulting firm to develop a Water Efficiency Plan that
establishes a five‑year framework for evaluating and defining water efficiency programs based on
current water supply, projected savings from existing efforts, and relevant policies. The Plan will
guide the Town’s long‑term water stewardship strategy and should include practical steps for
implementing recommended programs, goals, policies, and guidelines while ensuring compliance
with C.R.S. §37‑60‑126.
2.04 Scope of Work
A. Profile of Existing Supply
Collaborate with Town staff to review existing data and prepare an overview of the Town’s water
supply system, including reliability, limitations, and historical supply side water efficiency efforts.
B. Profile of Water Demands and Historical Management
Work with Town staff to assess existing data on water service demographics, historical water
demands, and the impacts of current or anticipated efficiency programs.
C. Integrated Planning and Water Efficiency Goals
Develop water efficiency goals appropriate for the Town’s size and growth, demonstrating how
program implementation supports water supply planning and addresses system constraints.
D. Selection of Water Efficiency Activities
Identify, screen, and evaluate potential water efficiency activities for implementation. For selected
activities, outline the associated social, economic, and institutional benefits.
E. Implementation and Monitoring Plan
Prepare an actionable implementation plan that includes a realistic timeline based on current
staffing levels and available resources.
F. Local Adoption, Public Review, and Formal Approval
Assist in developing a public review and adoption process that complies with C.R.S. §37-60-126(5).
2.05 OVERVIEW OF DELIVERABLES
At the end of the project, the Consultant shall deliver to the Town:
A. Draft Water Efficiency Plan (with executive summary, maps, and visuals)
B. Final Water Efficiency (print-ready and accessible digital version)
C. Presentation materials to Town Council to support local adoption.
