ANDOVER COMMUNITY CENTER & RECREATION COMMISSION FEASIBILITY STUDIES
REQUEST FOR QUALIFICATIONS
ISSUE DATE: FEBRUARY 26, 2026
PURPOSE
The City of Andover is seeking qualifications from professional firms to conduct a feasibility study for a new Andover
Community Center (ACC) and explore viability for the City to establish a Recreation Commission pursuant to K.S.A. 12-
1924.
Constructing and operating a new ACC is the final phase of the Family Future Forward sales tax initiative. 68% of Andover
voters said yes to Family Future Forward on the November 2, 2021 ballot. Therefore, starting Friday, April 1, 2022 a
temporary 1% sales tax began to be collected, to last no longer than eight years. The projects funded with this sales tax
include:
1. The building and equipping of a new Fire Station #2 at the corner of Minneha and Andover Rd (completed)
2. The remodel of the existing Fire Station #1 (completed)
3. The design and construction of park amenities on the Fire Station #2 site (completed)
4. The design and construction of a reimagined 13th Street Sports Park (detailed below)
On July 27, 2021, the Andover Governing Body approved the Andover Parks & Recreation Playbook 2030 completed by
Landworks Studio. Based on analysis of this 10-year master plan, and the community input received, specific attention
was paid to reimagine the 13th Street Sports Park as an adventurous destination park, including many of the needs/wants
that the community expressed a desire for during the master planning process. The project consists of three phases:
Phases 1 & 2: (completed) includes five ball diamonds, a restroom building, a 240-space parking lot, a large
destination playground, basketball court, sand volleyball courts, splash park, pickleball courts, Great Lawn, the
conversion of large areas of turf grass to native grass meadow, and a network of multi-modal trails that take
advantage of the site's natural amenities.
Phase 3: Construction of a brand-new Andover Community Center. The existing Andover Community Center will
be converted and repurposed into an additional maintenance shop and materials yard.
Complimentary to the ACC design and operation analysis, the City is interested in the viability of establishing a Recreation
Commission, notably any advantages or drawbacks for the community and the Parks and Recreation system. A full
analysis of this funding and governance structure has not been previously explored for Andover.

ABOUT THE CITY
The City of Andover is located in western Butler County, Kansas.
Andover’s western edge borders the City of Wichita and Sedgwick
County, and is 14 miles southwest of El Dorado, the county seat. The
City was incorporated in 1957 with a population of 166 and covering
less than one square mile. In nearly 70 years since, the population
has grown to over 15,000 and currently covers over 11 square miles.
The City of Andover operates under the form of government known
as the Mayor-Council model. Policy making and legislative authority
are vested in a Governing Body consisting of the Mayor, who is a
non-voting member, and six City Council members. The six City
Council members are elected at-large, serving four-year staggered
terms, with three City Council members elected bi-annually. The City
Council members are responsible for adopting ordinances and resolutions, adopting the annual budget and confirming
the appointments of certain officials, boards and committees. The Mayor is also elected at-large and is responsible for,
among other things, presiding over City Council meetings, setting the City Council agendas and appointment of the
Municipal Court Judge, City Attorney, City Administrator, City Clerk, City Treasurer, Chief of Police, Zoning Administrator
and City Engineer. The Mayor publicly represents the City in various capacities. The City Administrator is responsible to
the Mayor for the administration of all City affairs. The City Administrator provides professional management of City
operations, works to ensure that policies adopted by the Governing Body are implemented and to facilitate
communication among the Mayor, City Council members and the City’s staff.
The City of Andover’s adopted 2026 Budget includes roughly $69 million in total expenditures. The City has a robust
portfolio of revenue sources including, but not limited to: ad valorem property taxes, franchise fees, a 1% local sales tax
dedicated to street infrastructure maintenance and construction, park and street impact fees and utility user charges.
Recent 2021-2025 Capital Improvement Programs amounted to approximately $100 million in capital investment.
The City owns and manages outdoor recreational opportunities for Andover residents and the broader populations of
both Butler County and Sedgwick County. Park space and facilities have always been and continue to be a high priority
for the residents of Andover. Over 240 acres of parks within the City limits, including the City-owned 9-hole municipal
golf course. Existing parks range from the 1-acre neighborhood parks to the 80-acre Andover Central Park. Additionally,
the City currently manages several miles of bike and pedestrian trails throughout Andover.
The City of Andover strives to be the best place to live, work, learn and play while keeping its small-town traits. Andover is
a growing community, made evident by consistently outpacing other cities in Butler County and many cities in the Wichita
metropolitan statistical area in annual new construction. The City is consistently voted as one of the safest cities to live,
and the public school system is routinely recognized as one of the
state’s best. In 2019, The City of Andover was ranked the 38th best City
to live in the entire United States based on affordability, economy,
quality of life and community.

Project Scope and Design Analysis
Implement Public Engagement Efforts
o Conduct varied surveys and community meetings to identify public priorities for the facility.
o Compile and analyze statistically valid feedback to inform decision making.
Develop Conceptual Facility Designs
o Draft preliminary facility layout(s) in alignment with community needs and budget constraints.
o Investigate multi-purpose and sustainable design options.
Site Review & Infrastructure Impacts
o Evaluate traffic impact, utility capacity and infrastructure costs.
o Provide preliminary stormwater, ADA and accessibility compliance review.
Conduct Financial and Budget Analysis
o Provide detailed estimates for Community Center construction and annual maintenance costs.
o Draft O&M plans for 5- and 10-year lifecycle cost projections.
Create Draft Operational Plans
o Outline staffing requirements to meet needs based on public feedback, develop potential scheduling
models for community center use, recurring programs and reservations.
o Explore break-even and subsidy models, budget impacts for membership and program revenue.
Assess Quality of Life Impacts for the Community
o Classify the benefits for residents and the City.
o Assess potential tourism and economic development impacts.
Compile and Present Final Report
o Summarize findings, recommendations, and implementation strategies.
Project Deliverables
The selected firm will be expected to provide the following deliverables at the end of the feasibility study:
1. Community Engagement Report: Including summary of surveys, public engagement and stakeholder feedback.
2. Conceptual Designs and Analysis Report: Including preliminary architectural renderings and optimized layout(s)
with multipurpose functionality.
3. Site Feasibility Analysis: Identifying infrastructure requirements and detailed estimates for those improvements.
4. Financial Report: Including detailed cost estimates of initial building construction and annual O&M; provide 5-
and 10-year lifecycle cost projections.
5. Operational Plan: Clearly identify staffing requirements necessary for various levels of implementation, explore
membership and program revenue; break-even and subsidy models.
6. Impact Assessment: Including summary of the anticipated Quality of Life benefits for the community.
7. Final Feasibility Report: Comprehensive document summarizing all findings, recommendations, and
implementation roadmap.
It is critical to the City that the feasibility study is completed by November 1, 2026 for the next phase of project
implementation to commence.

Recreation Commission Analysis

o Review applicable state statutes and local ordinances governing recreation commissions, plus
requirements for interlocal or cooperative agreements.
o Identify governance models, advisory board vs independent taxing authority, City-managed vs semi-
autonomous.
Benchmarking & Case Studies Analysis
o Review commission structures in similar communities, including budgets, staffing ratios, program
participation benchmarks.
o When relevant, compile and analyze statistically valid feedback to inform decisions.
Conduct Financial and Budget Analysis
o Identify implications of taxing authority, insurance and liability considerations.
o Investigate 5 and 10-year budget impacts.
Create Draft Administrative Structure Plans
o Identify potential HR implications (City employees vs Commission employees).
o Explore the potential for shared services such as HR, finance, IT, and legal.
Assess Quality of Life Impacts for the Community
o Classify the benefits for the taxpayer, participants, the City and School District.
o Assess potential tourism and economic development impacts.
Compile and Present Final Report
o Summarize findings, recommendations, and implementation strategies.
Project Deliverables
The selected firm will be expected to provide the following deliverables at the end of the feasibility study:
1. Governance Options Matrix: Complete analysis of applicable statutes with recommended model, which could
include no action taken.
2. Peer Benchmark Report: Highlighting summary of structures implemented by similar communities, along with
stakeholder feedback.
3. Financial Report: Including detailed operations estimates, potential taxation and budget impacts. Forecast 5 and
10-year budget impacts.
4. Administrative Plan: Provide defined staffing requirements necessary for various levels of implementation
depending on model and level of shared services.
5. Impact Assessment: Provide summary of the anticipated Quality of Life benefits or drawbacks for the community.
6. Final Feasibility Report: Comprehensive document summarizing all findings, recommendations, and an
implementation roadmap.

ELIGIBILITY
The City is seeking a firm that has demonstrated expertise with:
Municipal parks and recreation planning, operations assessment and capital project experience
Community and stakeholder engagement with statistically valid analysis
Evaluating and facilitating project design for both quality of life and economic benefits
The City will accept responses from firms serving as a Consultant, structured to include a partnership with other firms to
provide a complete package as necessary.
INSTRUCTIONS FOR SUBMISSIONS
Submissions shall include all of the following. Failure to address all requirements may result in the submission being
deemed non-responsive.
1. PROJECT APPROACH, CONTENT & TIMELINE
A letter of submission shall include the name, address and telephone number of the person(s) who is authorized
to legally represent the firm. Include a narrative that presents the execution of required services, detailing the
approach and methodology to be delivered. A milestone schedule that illustrates the total projected completion
time is required.
2. QUALIFIED & DEMONSTRATED COMPETENCIES
Identification of the personnel to be assigned to this project, including resume of related experience. Specific
qualifications and competencies should communicate relevance to municipal parks and recreation planning.
Portions of the project scope that would be self-performed vs contracted should be highlighted.
3. PAST PROJECT EXPERIENCE & CLIENT REFERENCES
Background on the firm and its experience in providing similar services. Client references should include at
minimum: client name, location, contact information and a description of the project(s). Of particular interest are
projects involving communities with characteristics and desired outcomes similar to the City of Andover.
EVALUATION AND AWARD CRITERIA
Submissions will be evaluated by a Selection Committee consisting
of the City Administrator, Assistant City Administrator, Director of
Public Works & Utilities, Parks and Recreation Department Manager,
one member of the Governing Body, and one representative from
the Parks and Recreation Advisory Board. The Selection Committee
shall select the firm(s) to negotiate an agreement with. The Selection
Committee shall then make a recommendation for final approval of
the agreement to the Governing Body for award. The Selection
Committee may request interviews as deemed necessary. In order to
be considered for selection, respondents must submit a complete
response to this Request for Qualifications. Failure to submit all
information may result in the submittal being considered
nonresponsive, and therefore, rejected.
Adherence to directions will ensure a fair and swift evaluation by the
City and the Selection Committee. The Committee will notify only
