NE Bucklin Hill Road – Blakely Avenue NE to Fletcher Bay Road NE Non-Motorized Improvements Project
The City of Bainbridge Island is soliciting qualifications from transportation engineering design firms to support the city’s NE Bucklin Hill Road – Blakely Avenue NE to Fletcher Bay Road NE Non-Motorized Improvements Project.
The project will provide a critical link in the city's "Connecting Centers" Sustainable Transportation Plan, which aims to connect growth centers and school zones through the City (see the Inset Location Map for routes that are both underway and planned.) The route connects all neighborhoods south with the Hyla School (which has frontage on the route), public middle and high school campuses, and the Winslow center.
The project design is not yet determined, although multiple concepts are currently being evaluated, including but not limited to protected paths on both sides of the road, one-way separated paths, and two-way separated paths. The project is also envisioned to include crossing enhancements, lighting, and transit improvements. The ultimate chosen concept will influence and connect to the expanded future phase of the project south to Baker Hill Road in Lynwood Center. A topographic survey of the project area has been completed, and PDF copies are available upon request.
Deliverables for the project include:

Support for the city’s process in evaluating and selecting conceptual design alternatives;

Developing a final conceptual plan for the project design;

Supporting city staff with community engagement activities and other public meetings;

Supporting city staff with acquisition of right-of-way easements;

Developing 30/60/100% design plans, specifications and estimates; and,
-
Limited construction administration support.
The project is locally funded, does not contain significant critical areas, and is on a tight schedule for construction in 2026. A design alternative is expected to be selected in late fall 2025, with 100% design expected to be completed in early spring 2026 in preparation for a bid award in late May 2026.
Requirements for Qualifications Responses (as applicable)

Identify the person or persons proposed to be involved with the project, including any technical partners and describe their respective roles, including information regarding each member’s availability, experience and qualifications, including resumes;

Describe the consultant’s relevant experience with similar projects, specifically active transportation projects that incorporate the latest guidance from NACTO design standards.
Evaluation Criteria
Evaluation of RFQ responses will be based upon the following:

Qualifications and availability of project team members, including references;
-
Demonstrated understanding of the project and client needs; and,
-
Ability to meet the City’s desired timelines.
General Provisions and Conditions
The City reserves the right to:

Reject any and all responses;
-
Waive minor irregularities in a response;
-
Cancel, revise, or extend this solicitation;
-
Request additional information on any response beyond that required by this RFQ;

Have the final decision on the selection; and,
-
Modify the timeline and issue addenda to this document.

This project is scheduled to start in August 2025, with the design package complete/delivered by May 1, 2026.

Budget
The anticipated budget for this work is between $100-$200K. Consultant scope and fees will be negotiated as part of the proposal development process.
Submission Requirements
Interested consultants must submit an electronic copy of their response to the RFQ. The City will become owner of all submitted materials and will not pay any costs related to any responses to the RFQ. All consultants must demonstrate compliance with the City’s insurance requirements at the time of contract approval and obtain a City Business License.
The deadline for this RFQ is 4:00 PM, August 1, 2025 Pacific Standard Time. Only emailed submissions will be accepted. There is no page limit, but applicants are encouraged to keep submittals to 10 pages or less.
