The Naval Sea Systems Command (NAVSEA) is issuing this Sources Sought Notice as part of its market research to identify potential sources capable of designing and manufacturing Power Conversion Cabinets for the low voltage conversion and distribution system that meet the requirements for the DDG 1000 Class power system. This notice is intended to offer respective vendors the opportunity to describe their capabilities to meet the broad requirements detailed in the attached Appendix 1. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 Ship Building and Repairing.



THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. This notice does not constitute an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government of any kind.



If your organization has the potential capacity to perform the above described efforts, further detailed in Appendix 1, please provide the following information on company letterhead: 1) Organization name, address, e-mail address, web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming (>20%) is anticipated to deliver technical and industrial capability, organizations should address the administrative and management structure of such arrangements.



BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. In accordance with FAR 52.219-14, should the prospective contract be competed as a small business set aside, the prospective offeror would be required to perform 50% of the cost of manufacturing, to include industrial work, planning, engineering, and program management. If you are a small business, include a description of your plan to meet the requirements listed in Appendix 1 within the capability statement portion of your submission.



Interested parties who consider themselves qualified to perform the objective’s herein described efforts are invited to submit a response to this Sources Sought Notice by 1500 EDT on 25 July 2025. All responses under this Sources Sought Notice must be submitted via DoD Safe to Jeffrey.j.robinson.civ@us.navy.mil and kirby.e.tucker.civ@navy.mil.

  1. Request a Drop-Off Request by emailing Jeffrey.j.robinson.civ@us.navy.mil and kirby.e.tucker.civ@navy.mil, Subject: DDG 1000 Power Conversion Cabinets.

  2. Open the received Drop-off Request email, which contains a link. The Request Code is the last 12-characters of the Uniform Resource Locator (URL).

  3. Click the link in the Drop-off email to navigate directly to the Drop-off form.

  4. Enter the 12-character Request Code from the URL and click Next.

  5. Complete the following fields in the Drop-off form, as shown in Figure 12.

    1. From: Enter your name (up to 100 characters).

    2. To: The name of the authenticated user who sent the request is pre-populated (up to 100 characters).

    3. Short Note to the Recipients: Enter a message to be sent in the body of the email if desired. (MAX: 1,000 characters).

    4. Check Boxes as Applicable: Encrypt every file (REQUIRED FOR CUI, PII, AND PHI), Send me an email when the Drop-off is completed, or Send me an email when each recipient picks up the files.

    5. Click to Add Files or Drag Them Here: Either click to browse for the correct files or drag one or more files from a Windows Explorer window into this location.



  6. When the Add Recipients pop-up window opens, click Add Many in the Add Recipients pop-up window in the following format: Recipient Name (optional) email@example.com

    1. Include the following email address: Jeffrey.j.robinson.civ@us.navy.mil and kirby.e.tucker.civ@navy.mil.



  7. Click the "Send Drop Off" button when complete
