Renew Annual Subscription to Encoura ACT Student Database

The Minnesota Office of Higher Education (OHE) intends to renew a membership agreement with Encoura, LLC, for up to 24 months. Encoura prepares a database of mailing addresses and e-mail addresses of all applicants taking the ACT test. This information is available only to members. OHE will use this information to promote the SELF Loan to students within Minnesota.

This is deemed a single source purchase because Encoura is the only company that gathers this information from individuals taking the ACT test. This service is not available from third parties.
