Naval Undersea Warfare Center Division (NUWC) Keyport intends to issue a solicitation for two (2) Emergency Eyewash stations to be installed in Bldg. 38/233. The eyewash stations are to meet or exceed American National Standards Institute (ANSI) safety requirements for tepid water. Tepid water, as defined in ANSI Z358.1-2014 is a temperature range from 60° - 100° Fahrenheit. Install all piping and components to provide tepid water to emergency eye wash stations in building 38/233. This project will require the contractor to tie into existing water supply lines and waste water lines. Install new hot water supply lines, thermostatic mixing valves or equivalent product, check valves, isolation valves, and pipping insulation. Install backflow prevention and check valves in waste water system. Provide all other, items, components, and equipment so that the project is all inclusive and ready for use upon completion. This requirement is being issued as a synopsis for non-commercial services in accordance with FAR 13.1.



The Government anticipates awarding a single firm fixed price construction type contract. The solicitation number for this requirement is N0025325Q0015. The performance location will be at Naval Base Kitsap - Keyport, WA. The target award date is August 15, 2025. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a Small Business Size Standard of $19.0 Million. The Product Service Code is Z2EZ - repair or alteration of other industrial buildings. This solicitation will be 100% set aside for small businesses.



The government estimate of the Magnitude of the requirement is $30,000.00 to $75,000.00.



The solicitation will be issued in accordance with FAR Part 13 and 36, utilizing Low Price Technically Acceptable evaluation factors. The Government anticipates issuing the solicitation on or about July 30, 2025 with a 30-day response time. The contracting office is not maintaining a bidders list. Failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of offers may render the offer non-responsive and result in rejection.



An organized site visit is expected to be included in the solicitation.



Offerors must have a current registration in the System for Award Management (SAM) database, https://sam.gov/. All responsible sources may submit a proposal, which the agency shall consider.
