2026-2027 COMPETITIVE QUOTE PACKAGE FOR:
1.) MATERIALS SUPPLY FOR ROAD MAINTENANCE AND REPAIRS

Prospective Proposer:
Yamhill County, Oregon invites sealed Competitive Quotes from qualified proposers to provide
contract materials supply used in road maintenance and repairs, sealed Competitive Quotes from
qualified proposers to provide contract trucking services to transport materials used in road
maintenance and repairs, or highway and/or bridge sweeping services. The solicitation
requirements are set forth in Part III of this Competitive Quote Package. The County intends to
enter into binding contractual agreements with more than one vendor for materials supply
services. The maximum sum paid to any vendor for contract materials supply services is not
expected to exceed $49,999.99 per project. The County intends to enter into binding contractual
agreements with more than one vendor for contract trucking services. The maximum sum paid
to any vendor for contract trucking services is $49,999.99 per project. The County intends to
enter into a binding contractual agreement with one vendor for County highway and bridge
sweeping services. The maximum sum paid to these service vendors is anticipated to exceed
$49,999.99. Supplemental terms and conditions contained herein shall be applicable to all
vendors unless expressly provided elsewhere herein.
This notice and the attached documents described below constitute a Competitive Quote Package
necessary for competing for the award of an agreement. The Competitive Quote Package
contains this notice and the following parts:

If, following submission of this signed Competitive Quote Package, Yamhill County accepts the
proposer’s offer, then the proposer’s signed Competitive Quote package together with the
Yamhill County’s acceptance shall form the legally binding contractual agreement between the
parties.

of Public Works, 2060 NE Lafayette Avenue, McMinnville, OR 97128. Call (503) 434-7515 to
request a Competitive Quote Package. Competitive Quotes will be opened in the Public Works
Conference Room, located at the Department of Public Works offices at 2060 NE Lafayette
Avenue address in McMinnville, OR. 97128 at 2:00 pm on May 27, 2026.
Competitive quotes received after 2:00 pm on May 27, 2026, with not be accepted

PART I
CALL FOR COMPETITIVE QUOTES for
YAMHILL COUNTY CONTRACT MATERIALS SUPPLY
FOR ROAD MAINTENANCE AND REPAIRS,
TRUCKING SERVICES, AND SWEEPING
Yamhill County invites Competitive Quotes from qualified proposers to provide contract
materials supply services to be used in road maintenance and repairs, trucking services and
sweeping for the Department of Public Works. The Competitive Quote requirements are set forth
in the Competitive Quote Package available as described in this notice.
RESPONSE PERIOD: Sealed Competitive Quotes, delivered to Yamhill County Department of
Public Works, 2060 NE Lafayette Avenue, McMinnville, Oregon 97128, will be accepted until
2:00 p.m., May 27, 2026 at which time all Competitive Quotes received shall be opened and
read aloud. It shall be the duty of the proposer to submit a Competitive Quote on or before the
hour and date specified. Yamhill County shall assume no responsibility for delay in U.S. Mail
Service that results in late arrival of Competitive Quotes.
FORMAT: Competitive Quotes must be submitted on the form in the Competitive Quote
Package called "Competitive Quote Proposal" (see Section V) and must be submitted in a sealed
envelope addressed and marked as specified in the Instructions to Proposers. The entire
Competitive Quote Package, including addenda, if any, must be returned with the signed
Competitive Quote.

from Yamhill County Department of Public Works, 2060 NE Lafayette Avenue, McMinnville,
OR 97128. Call (503) 434-7515 to request a Competitive Quote Package.
Yamhill County reserves the right to reject any Competitive Quote not in compliance with
rules established in the Competitive Quote Package, and further reserves the right to reject any or
all Competitive Quotes upon a finding by the Board of Commissioners that it is in the public
interest to do so.

PART II
INSTRUCTIONS FOR PROPOSERS
1. PROPOSER’S DUTY: It shall be the duty of each proposer to submit a Competitive
Quote on or before the hour and date specified. Competitive Quotes must be physically received
at the time and place indicated. Yamhill County shall assume no responsibility for delay in US
Mail or other delivery service that results in late arrival of Competitive Quotes. The successful
proposer or proposers must execute a contractual agreement consistent with this Competitive
Quote Package as prepared by Yamhill County and as outlined herein.
2. FULL COMPLIANCE REQUIRED: To receive consideration, Competitive Quotes
received must comply with all requirements of the Competitive Quote Package. YAMHILL
COUNTY RESERVES THE RIGHT TO AWARD CONTRACTUAL AGREEMENTS FOR
MATERIALS SUPPLY FOR ROAD MAINTENANCE AND REPAIR SERVICES,
TRUCKING SERVICES, AND SWEEPING TO MULTIPLE PROPOSERS.
3. DISCREPANCIES AND OMISSIONS: Should discrepancies or omissions occur in the
conditions of this solicitation, or the proposer be in doubt as to their meaning, proposer should
contact Mark Lago, Yamhill County Public Works, at (503) 434-7515. All questions regarding
these services or requests for clarification must be received by 5 pm, May 18, 2026. A
written correction or addendum will then be sent to all prospective proposers. The County will
not be responsible for oral interpretations. Yamhill County reserves the right to waive minor
informalities with respect hereto and award in the best interest of Yamhill County.
4. ONLY HARD COPY QUOTES ACCEPTED: Competitive Quotes shall be on
the appropriate and applicable Competitive Quote Proposal form provided in this Competitive
Quote Package under Part V. Telephone, telegraphic or facsimile Competitive Quotes will not
be considered. Competitive Quote forms shall be completed in ink or typewritten without erasure
or alteration.
5. COMPLETE COMPETITIVE QUOTE PACKAGE REQUIRED: Each proposer must
return all documents contained in the Competitive Quote Package, including any addenda letters
which have been issued.
6. SIGNATURE OF PROPOSER: Each Competitive Quote must be signed by the
proposer with his or her usual signature in longhand with the name and address of the signor
printed or typed.
7. WORKERS COMPENSATION: Each Competitive Quote must include the name of the
proposer’s Workers Compensation Insurance Company and the policy/binder number.
8. QUOTE ENVELOPE: Competitive Quotes shall be in a sealed envelope,
addressed to Yamhill County Department of Public Works, 2060 NE Lafayette Avenue,
McMinnville, OR 97128. The name and address of the proposer shall be shown in the upper left
hand comer of the envelope and the envelope shall be clearly marked in the lower left hand
corner "2026 YAMHILL COUNTY CONTRACT MATERIALS, TRUCKING, AND
SWEEPING COMPETITIVE QUOTE PACKAGE”
9. WITHDRAWAL OF QUOTES: No Competitive Quote may be withdrawn after the hour
set for opening or before acceptance of the most favorable Competitive Quotes unless acceptance
of the Competitive Quotes is delayed beyond 30 days.
10. RIGHT TO REJECT QUOTES RESERVED: Yamhill County reserves the right to
reject any Competitive Quotes not in compliance with all prescribed solicitation procedures
and requirements, and may reject any or all Competitive Quotes upon a finding of the Board
of Commissioners that it is in the public interest to do so.
11. RIGHT TO PROTEST. Any proposer who is adversely affected or aggrieved by the
County’s award of contracts to other proposers on the same solicitation shall have seven (7)
calendar days from the notice of intent to award to submit to the Director a written protest of the
award. The written protest shall specify the grounds upon which the protest is based.
PART III
COMPETITIVE QUOTE REQUIREMENTS
SUPPLEMENTAL TERMS AND CONDITIONS
A. BACKGROUND: The Yamhill County Department of Public Works Road Division
Desires:
1. To use private materials supply companies to supply quantities of various
materials for road maintenance and repairs. Among other services, Yamhill County will utilize
private materials supply services to provide base rock, shoulder rock, rip rap and paving
materials.
2. To use private trucking companies to assist in moving large quantities of material
for road maintenance and repairs. Utilizing private trucks to move materials will allow Yamhill
County to keep its trucks working on other projects. Among other services Yamhill County will
utilize private trucking services to haul shoulder rock and rip rap, move rock from one storage
site to another, haul aggregate to various gravel roads and haul hot mix to paving crews.
3. To contract with a qualified highway sweeping firm to sweep debris on its paved
county roads.
B. WORK UNDER THESE AGREEMENTS. The successful proposer(s) will supply
materials, labor and equipment meeting the applicable project specifications. The project
specifications include the Competitive Quote Requirements in Part III and the Statement of
Work in Part IV.
1. Work under these agreements shall include all labor, materials and equipment
required to complete the applicable projects as described by the project specifications.
2. It is the responsibility of the successful proposer to provide all labor, materials
and equipment for a complete and finished project in compliance with the intent of the project
specifications.
3. Where the documents refer to a specific brand name item, such reference is
intended to designate the type, quality, size, grade or style of the material to be furnished and is
not intended to restrict a competitive procurement. Approval from Yamhill County must be
secured, prior to submitting a Competitive Quote, to use any alternate materials.
4. The successful proposers will commence and complete the applicable project
services in strict accordance with the terms and conditions and requirements set forth in this
Competitive Quote Package and any supplemental terms and conditions. By signature on and
submission of their Competitive Quote, each successful proposer acknowledges receipt of all
applicable contract documents in existence at the date of signature and represents to Yamhill
County that they have made a reasonable inspection of the applicable project site or sites and are
reasonably familiar with project conditions that might affect their performance of the applicable
projects hereunder. Services provided by successful proposers under these terms and conditions
will be performed in a manner consistent with that degree of care and skill ordinarily exercised
by members of the same profession currently practicing under similar conditions.
5. Work and services required by these documents shall commence upon Yamhill
County’s issuance of a Purchase Order. Services are anticipated to be required beginning as early
as July 1, 2026, and to be completed no later than June 30, 2027, unless extended or otherwise
modified by written notice or executed change order.
6. Work and services described herein shall be provided in accordance with these
terms and conditions and at the rates set forth in each successful proposer’s applicable
Competitive Quote (see section V), unless the price is otherwise modified by executed change
order or other written document signed by both parties. Payment shall be made by Yamhill
County either in a single payment following final approval of the applicable project by the
Yamhill County Director of Public Works, or as otherwise provided in a Purchase Order, and
may be subject to a 5% retainage. Upon satisfactory completion of project tasks, the successful
proposers shall notify Yamhill County in writing that they have completed performance and
requesting payment of any applicable retained amounts. Upon receipt of written notice, Yamhill
County will review the project work and services completed to date and, if acceptable, they shall
authorize payment of applicable retained amounts.
7. The risk of loss or damage to the subject matter of this agreement, arising from
any cause whatsoever, including acts of God, shall be upon the successful proposer until such
time as Yamhill County has accepted the work and services as provided hereunder.
8. No waiver of any breach of this agreement shall be held to be a waiver of any
other or subsequent breach. All remedies afforded in this agreement shall be taken and construed
as cumulative, that is, in addition to every other remedy provided therein or by law. The failure
