Pre-Solicitation Synopsis

W912HY26BA002





The U. S. Army Corps of Engineers, Galveston District Office requires a contract for the FY26 Sabine-Neches Waterway Maintenance Dredging. Unrestricted Procurement.





THE WORK CONSISTS OF:



1. Maintenance Dredging of the Sabine-Neches Waterway (SNWW) channel. Schedule 1 includes dredging of approximately 953,000 cubic yards (CY) of the Sabine-Neches Waterway Sections 89A and 90-93. Option 1 is for dredging SNWW Section No. 305 for approximately 985,000 CY. Option 2 is for dredging SNWW Section No. 706 for approximately 215,000 CY. Option 3 is for dredging SNWW Section No. 58 &54 for approximately 558,000 CY. Option 4 is for dredging SNWW Section Nos. 300 to 305 and Nos. 53A and 53B for a total of approximately 347,500 CY.





2. This contract is not subject to environmental windows. All material from this project will be placed within nearby placement areas along the SNWW in addition to beneficial use sites (BU) for Schedule 1 and Option 1.





3. Completion Time for Schedule No. 1 for this project is estimated at 407 calendar days after receipt of the Notice to Proceed. Completion Time for Option No. 1 for this project is estimated at 300 additional calendar days onto the period of performance after receipt of the Notice to Proceed. Completion Time for Option No. 2 for this project is estimated at 25 additional calendar days onto the period of performance after receipt of the Notice to Proceed. Completion Time for Option No. 3 for this project is estimated at 47 additional calendar days onto the period of performance after receipt of the Notice to Proceed. Completion Time for Option No. 4 for this project is estimated at 54 additional calendar days onto the period of performance after receipt of the Notice to Proceed. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in an amount to be determined for each calendar day of delay until the work is completed or accepted.





4. The Solicitation will be issued as a firm-fixed price contract award. In accordance with DFARS 236.204, the estimated construction price range for this project is between $25,000,000 and $100,000,000.





5. Bonding Requirements - The Contractor will be required to provide the Performance and Payment Bonds within 5 calendar days after award. The contractor shall begin work within 10 calendar days after receipt of the Notice to Proceed.





6. Furnish pre-award documents within 3 working days after Bid Opening.





Prior Government contract work is not required for submitting a response to the Solicitation.





The Solicitation issued will be Firm Fixed Price. This Solicitation is subject to the availability of funds. The Solicitation will be an unrestricted Invitation for Bid. The Solicitation will be issued in or around MAY 2026. Response date on or about JUNE 2026.





This Pre-solicitation notice is related to the Sources Sought notice W912HY26X1ATF posted on SAM.gov on 20 October 2025.





The North American Industrial Classification System (NAICS) Code applicable to this project is 237990. The Small Business Size Standard is $37 Million for Dredging and Surface Cleanup Activities.
