Description

This is a combined synopsis/solicitation for commercial products prepared in accordance with RFO FAR Part 12 in conjunction with the procedures, as appropriate, at RFO FAR Part 15, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is hereby issued as part of this notice. The anticipated Biometric Capture Devices solicitation shall be issued as a Request for Proposal (RFP) where RFO FAR provision 52.212-1 and clause 52.212-4 apply. Additional provisions, clauses, terms and conditions, to include evaluation factors and the basis for award, are in the Solicitation.



The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) issues this Request for Proposals (RFP) to establish government-wide, multiple-award indefinite-delivery indefinite-quantity (IDIQ) contracts for biometric capture devices and peripheral equipment. The IDIQ contracts will permit Firm Fixed-Price orders. The period of performance will consist of a one-year base period and four one-year option periods. The dates of the periods of performance will be established at contract award. See Section F.



The Biometric Capture Devices solicitation will be available for full and open competition with the anticipation that multiple awards will be made within each of the five (5) device tracks, Fingerprint, Facial, Iris, Palmprint, and Multi-Modal.



For each track, the Government anticipates establishing a minimum of three (3) and maximum of unlimited IDIQ contracts with Offerors submitting an overall proposal that is determined to be best value to the Government utilizing a Highest Technically Rated with a Fair and Reasonable Price award basis. These numbers are estimates, and DHS may increase or decrease the number of awards in its sole discretion. In determining the number of awards, DHS’s intent is to ensure beneficial competition occurs at the delivery order level while maximizing the effectiveness and efficiency of the BCD program. Proposal submission and evaluation details are provided within Sections L and M of this solicitation.



Multiple Proposals



Interested offerors may submit proposals for one or more of the five BCD award tracks. Each award track requires a separate proposal. Accordingly, an offeror that wishes to compete under multiple tracks shall submit a separate proposal for each track.



Within a single track, an offeror may propose more than one device that satisfies the requirements of that track. In that case, the offeror shall include all proposed devices for that track within the single proposal submitted for that track.



Offerors shall clearly identify the applicable award track in the proposal cover letter. Alternate proposals with differing pricing models or technologies from those required in this solicitation will not be accepted or evaluated.



Basis for Award



Proposals shall be submitted in accordance with the instructions outlined in Section L. Proposals that fail to comply with proposal submission requirements may be removed from further evaluation or consideration for award.



The Government anticipates awarding a minimum of three (3) IDIQ contracts beneath each track (Fingerprint, Face, Iris, Palm, Multi-Modal) to those responsible Offerors whose proposals are most advantageous and represent the best value to the Government utilizing the Highest Technically Rated Offerors with a Fair and Reasonable Price (HTRO-FRP) award basis. There is no maximum number of IDIQ awards per track. These numbers are estimates, and DHS may increase or decrease the number of awards in its sole discretion.



Using the HTRO-FRP award basis, the Government will evaluate the non-price factors to first determine the highest technically rated proposals beneath each track. The Government will then evaluate price for those Offerors determined to be among the highest technically rated proposals within each track to determine whether their proposed prices are fair and reasonable. The Government will select for award within each track the highest technically rated offerors with fair and reasonable pricing. If an offeror submits a proposal with multiple devices under a single track, each device will be separately evaluated and considered for award using a HTRO-FRP award basis. To be clear, the Government will not consider tradeoffs between price and non-price factors under the HTRO-FRP award basis.

Proposal Submission



Proposals shall be submitted via e-mail to the Contracting Officer and Contract Specialist on or before September 18, 2026 at 10:00 AM Eastern Time.



Question Submission



All questions associated with the subject solicitation shall be sent in writing to the Contracting Officer and Contract Specialist no later than 10:00AM Eastern Time on September 14, 2026.
