Description

Notice is hereby given by the Insurance Corporation of British Columbia (ICBC) of its intent to directly award a contract to the following supplier to provide Online Identity Verification Services.

Rationale:
Interac is presently the sole service provider of a solution that enables individuals to have their identity verified through a secure and trusted online, real-time, Canadian financial Institutions’ authentication service, qualifying it to “Identity Assurance Level (IAL) 3”, or “Security Level 3“.

Security Level 3 is currently required by ICBC to allow eligible customers to renew their vehicle annual insurance online via a mobile application and/or via a web browser.

The proposed contract term is two years, with an option to be renewed for one additional year, at ICBC’s discretion.

The projected contract spend is estimated to be CDN$1M for the first two years, or CDN$1.5M for the total three years, plus applicable taxes.

To dispute this decision, vendors should email Sourcing@icbc.com by noon PT on March 20, 2025. In the email subject line, please reference NOI 5379 – Identity Verification Services and provide specific reasons for the objection. Vendor objections will be considered based on their solutions, qualifications, compliance with B.C. laws, and their ability to offer the same product at a lower cost.
