  1. OUTREACH MEETING AND SITE VISIT

Please join us for an information meeting and site visit to discuss the Steven M. Clouse Water Recycling Center (WRC) Secondary Treatment Expansion and Blower Improvements Project.

This project will be procured through the Request for Competitive Sealed Proposal (RFCSP) alternative construction delivery method and is tentatively scheduled to be advertised Second Quarter 2025.

This will be an in-person meeting.  Sign-in will begin at 8:00 am (CDT), with the formal presentation starting at 8:30 am (CDT) at the Steven M. Clouse WRC Cafeteria (Building 16). The presentation will provide important information about the project . After the meeting, we will proceed to the walk through of the site.  To obtain additional information about the project, ask questions, or provide comment, contact Janie M. This outreach meeting and site visit is primarily for prime contractors or key subcontractors only. Refer to the estimated scope in Section II.6. below.

Please complete the attached RSVP form and provide to Janie M. Powell, Contract Administrator via email to Janie.Powell@saws.org by the RSVP deadline. Attendees shall RSVP no later than September 20, 2024 by 10:00 AM. There is a limit of two (2) team members per firm.

Please submit questions and/or comments by October 2, 2024 at 4:00 PM (CDT).  Answers to the questions will be posted to the web site by October 8, 2024 at 5:00 PM (CDT).

  1. PROJECT ESTIMATED INFORMATION
  1. The Steven M. Clouse Water Recycling Center (SMCWRC) is the largest of the three (3) wastewater treatment plants SAWS owns and operates, and is located at 3495 Valley Rd. San Antonio, TX 78221.  The plant has been in operation since 1987.
  2. Estimated construction budget is $100,000,000.00.
  3. Estimated advertisement in 2 nd quarter of 2025
  4. Estimated Construction start in 3 rd Quarter of 2025
  5. This project will expand the capacity of and improve the hydraulics at the secondary treatment area including the Stage 2 aeration basins and settling tanks and will also replace the aeration blowers. The 2050 flows to the facility are projected to be 128 mgd on an average basis and 396 mgd on a peak 2-hr basis. The existing capacity of the Stage 2 aeration basins and settling tanks will be improved to meet the 2050 flow and load requirements. The existing positive displacement blowers will be replaced to meet the current and future air demands for an effective aeration process and improved energy efficiency. The SMCWRC Primary Treatment Expansion Project will address Primary Clarifiers and Stage 1 expansion.
  6. The scope of this project includes:
    1. Additional Stage 2 aeration basins and settling tanks, and associated piping and sludge collection systems
    2. Replacement of the existing process air blowers
    3. Upgrades to the electrical and SCADA systems associated aeration systems and blowers/blower building
    4. Adequate levels of system automation, controls, and instrumentation to optimize operation and performance; and
    5. All associated site civil, mechanical, structural, electrical, and I&C work for these expansion and upgrades

  1.
