This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various small businesses in advance of a planned solicitation for creating a railroad bridge database.



Objective: To find sources that are qualified to meet the requirements in the below draft Statement Work Statement (SOW). Note that the specific requirements are subject to change prior to the release of any solicitation.



Requirements: The Federal Railroad Administration (FRA) is conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10. The purpose of this Market Research is to identify all business concerns that have the skills, experience, knowledge, and capabilities necessary to complete the work outlined below. The Sources Sought notice is open to all business concerns. This Sources Sought is issued to communicate FRA’s upcoming requirement to industry. FRA intends to use information gathered from these responses to gain awareness of capabilities, determine interested parties, and to support formulation of an acquisition strategy.



Responses/Submissions: Responses/Submissions are due by 12:00 P.M. Eastern Standard Time (EST) on Thursday, July 30, 2026 and should be e-mailed to the Contracting Officer, kerianne.gallagher@dot.gov, with the subject line appearing as “SS - Average Annual Daily Traffic.”



The response/submission shall include:



a. Company Name, Address, CAGE Code and UEI Number, Point of Contact



b. Business Size (Small, SDVOSB, Woman-Owned, Disadvantaged, Hub- Zone, Large, Non- Profit, etc)



c. To what extent each of the specifications can be met (i.e. capabilities statement)



d. Past experience/performance through the description of completed projects relative to similar requirements and/or company’s ability to meet the requirement



e. A not-to-exceed three (4) page capability statement



Draft Statement of Work:




  • Introduction and Background



The Federal Railroad Administration (FRA) is an agency within the U.S. Department of Transportation (DOT) concerned with intermodal transportation. The office of Railroad Safety (RRS) and the office of Research, Data, and Innovation (RDI) are currently collaborating on a critical data acquisition project. The primary objective is to acquire the Average Annual Daily Traffic (AADT) for active highway-rail grade crossings across the United States to address a significant gap in the FRA’s current records. AADT is the key driver of risk exposure at highway-rail grade crossings. The AADT data reported to FRA through the existing grade crossing inventory database has either been missing or extremely outdated data values. Relying on such outdated information poses challenges for modern and timely safety assessments and infrastructure planning. Integrating most updated data is a proactive step toward enhancing the accuracy of data analytics which is vital for public safety. Multiple companies aggregate the curated AADT data, to include vehicle type which is another key factor in the severity of an incident. This data will be used to update mission critical tools, including the grade crossing accident prediction system (GXAPS) for grade crossings and provide the basis for analysis of quiet zone safety impacts.




  • Scope



The work required by this contract must be performed in accordance with this Statement of Work (SOW). The FRA seeks to hire a contractor with the necessary resources to provide most up to date AADT for active high-way grade crossings across the United States. The AADT data is critical in FRA data analytical and research projects to support agency’s safety planning and risk assessment. Modern AADT data allows for the calculation of more precise prioritizing efforts to support the safety inspections which guide the physical upgrades at grade crossing for safety measures, like gates or lights. It is also essential to direct federal funding to the locations where it will most effectively prevent collisions and save life for fulfilling statutory mandates and ensuring the high standards of public protection at every crossing.



In addition to the AADT data, the FRA also seeks to have the data categorize the type of vehicle, vehicle speed, period-specific average annualized traffic volumes, and the time-of-day traffic for every at-grade crossing.




  • Requirements



The most up to date AADT data, at least the year prior to the contract’s effective date. FRA will provide the latitude/longitude coordinates of each active highway-rail grade crossing across the United States. The contractor will provide following in CSV files:




  • Grade Crossing ID,

  • Average Annual Daily Traffic for trips traveling in both directions at the grade crossing,

  • Average DAY by weekday,

  • Type of Vehicle (e.g., semi-trailer, automobile, large truck, etc.)

  • Vehicle speed,

  • Period specific average annualized AADT,

  • The time of day of traffic,

  • Total number of metrics used in the calculation,

  • Total number of trips used in the calculations,

  • Mileage coverage per crossing,

  • Highway road class per crossing if collected,

  • Others






  • Deliverables



Within 2-4 weeks of the Contract Effective Date, the FRA will provide the latitude/longitude coordinates of each active highway-rail grade crossing across the United States.



Within 4-6 weeks of Contract Effective Date, the contractor will deliver the required data.
