I. PURPOSE
The purpose of this RFP is to solicit proposals from qualified offerors to provide the Division with E-Rate eligible
Category Two network equipment.
II. BACKGROUND
Hampton, Virginia
Hampton is an independent city located in Virginia. It is on the southern end of the Virginia Peninsula, bordering the
Chesapeake Bay. The City has a total area of 136.2 square miles; 51.8 miles of that is land and 84.4 miles is water,
with a total population of more than 137,000.
The City boasts a strong military and technology presence. The nation’s first air base, Langley Air Force Base, is home
of the First Fighter Wing and continuing to add new missions. As Joint Base Langley-Eustis, it contributes nearly $4
billion a year to the regional economy. NASA Langley Research Center, where America’s first astronauts were trained,
is a major center for aviation research. In addition, the National Institute for Aerospace, run by a consortium of
universities, conducts research on both manned and unmanned systems. The most recent research center is Huntington
Ingalls, which located its Unmanned Systems Center of Excellence in Hampton to focus on military and business
applications for underwater drones. Virginia Tech has an expanded research center focused on seafood and
aquaculture and opened an office and lab space as part of its Center for Coastal Studies.
In addition to these advanced research centers, higher education opportunities include Hampton University, a pre-
eminent HBCU that offers 90 programs; the Virginia Peninsula Community College; Old Dominion University’s Peninsula
Center; and Bryant & Stratton College.
The City is also home to multiple medical facilities including Sentara Careplex Hospital, the Hampton Veteran’s
Administration Medical Center, the Hampton University Proton Therapy Institute for specialized cancer treatment,
centers affiliated with Riverside Regional Medical Center and the Children’s Hospital of the Kings’ Daughters, as well as
military and retiree care at the Langley base.
Other major employers include Science Systems and Applications, Analytical Mechanics, Howmet, Amsec,
Measurement Specialists Inc., Zel Technologies, Ferguson Enterprises, Registrar, Liberty Source, Old Point National
Bank, VersAbility Resources, and Faneuil. Huntington Ingalls also has employees at another Hampton location (in
addition to the Unmanned Center). Tourism is also an important economic driver.
The City is situated between two airports, each less than 15 miles from downtown: Norfolk International Airport and the
smaller Newport News/Williamsburg International Airport.
Hampton is part of a dynamic metropolitan region. Besides Hampton, the region contains four other cities with
populations greater than 100,000. Hampton Roads now has a population of 1.8 million and is the 37th largest
metropolitan region in the nation.
The city’s public school system has been recognized nationally, and the city’s government has been recognized for its
flooding resilience programs, transparency, use of technology to benefit residents, and extensive citizen engagement.
Hampton is a welcoming and diverse city – large enough to provide a wide variety of festivals, music, arts and culture –
but small enough that people know their neighbors. Hampton is more than 400 years old (the oldest continually occupied
city in the original 13 Colonies) and has a rich history. Approximately half of the residents are African-American, and
37% are white, with the remainder split among multiple races and other categories. About 6% of the population is

III. SCOPE OF WORK
Scope of Work & Proposal Requirements
Hampton City Schools is performing a network refresh of all various elementary schools within the district. The schools
have category 5 or 5e installed to the existing access points which will need to be replaced with category 6A to support
Multi-Gig ethernet speeds in order to support WiFi-6 and above access points.
Proposal Requirements:
1. Vendors are to provide fixed-fee pricing itemized by each school location to include each component
required/recommended and associated cabling. Vendors are provided with a quantity worksheet using Juniper
(or equivalent) equipment specifications, and existing switch and access point equipment quantities. Vendors
may propose alternative manufacturers and products for any of the line items in the worksheet provided they
meet or exceed the Juniper product specifications, existing switch and access point capabilities, and support
WiFi-6E.
2. Vendors must include Attachment C ‘FY2026 HCS Mandatory Pricing Attachment’ with their proposal. Failure
to provide this pricing sheet will subject your proposal to disqualification. If deemed necessary by the offeror, a
separate pricing sheet to include pricing for recommended ongoing support and maintenance, or subscriptions,
if required.
3. Further technical requirements include:
1. All interior Wireless Access Points should support WiFi 7 and Multi-Gig (2.5GBase-T and/or 5GBase-T).
Exterior Wireless Access Points should support a minimum of WiFi 6, but WiFi 6E or 7 is preferred if
available. Multi-Gig is not required for exterior access points, but is desired if available.
2. Wireless Access Points that support Multi-Gig will need to be terminated to Multi-Gig switch ports in
order to connect to the network at the fastest speed possible for the access point and switches using
the required two (2) Cat-6A cable runs.
3. Wireless Access Points should be able to do various tests to ensure client connectivity works properly
(including VLAN, IP address, DHCP, connection and basic website access tests) and report those
findings to the main management system.
4. Cloud based configuration systems should support:
1. “Organization: Site: Device” management organization style
2. Should support Templates for configuring devices.
3. Be able to use a single template for all sites so that there is a single place that is needed for
configuration changes
4. Be able to use a site variable list (comma separated file upload for example) to use those
variables for items in the configuration and templates.
5. Be able to troubleshoot client connectivity problems and monitor connection issues.
5. Wireless and/or Switch configuration must work with the following items:
1. 802.1x RADIUS authentication (Hampton City Schools uses Aruba Clearpass RADIUS server
for all 802.1x authentication)
2. Wireless support for Multi-PSK (Individual Pre-Shared Key per device/group of devices)
managed by the RADIUS server.
3. Wireless configuration for captive guest portal as delivered by a Clearpass Guest configuration.
Hampton City Schools has an existing Clearpass Guest captive portal in production. Clearpass
configuration can be adjusted to support the submitted products if needed, however the
products must be able to use Clearpass for the portal or provide a no-cost option for Guest
captive portal. The vendor must document if the product may require special configuration for
this item.
4. Wireless and Switch support for Named VLAN/Role/Profile as returned by the RADIUS server in
order to avoid needing to configure the RADIUS server to specify the VLAN ID number. The
Wireless configuration for example will need to map the RADIUS returned VLAN
Name/Role/Profile (i.e. “Employee”) to the local site VLAN ID number.
6. The switches should support MAC address bypass (or similar technology) for devices that cannot use
802.1x on Ethernet. Any similar technology is also acceptable (LLDP Name to VLAN/Profile/Role
mapping for example.) Clearpass RADIUS server should be used for MAC address (or similar)
lookup/authentication where needed.

7. All switches should have appropriate power supplies of sufficient power to support the Wireless Access
Points (Inside and outside). Dual Power supplies are required to operate the switches. The dual power
supplies allow the network switches to meet the device’s total operational power requirements and are
not used for redundancy. Unlike redundant configurations, both power supplies are actively needed to
deliver sufficient power for full functionality of the switch, including support for Power over Ethernet
(PoE/PoE+) across all active ports.
8. All switches should support a minimum of 10G SFP+ for uplinks (and downlinks for some remote
“Daisy-Chained” switches) using multimode OM3 fiber from the IDF/Closets to the MDF. Short Haul
850nm multimode optics should be used. For switches in locations that are “Daisy Chained”, Hampton
City Schools will attempt to use 10G SFP+ multimode optics and existing cables to connect those
remote switches. Hampton City Schools will be responsible for and adjust the deployment of those
outliers using existing equipment/wiring if OM3 fiber is not available (i.e. Use 1G SFP with OM1 fiber,
existing copper uplinks, etc, even though the speed would necessarily be reduced.)
9. A mixture of Multi-Gig and 1 Gig switches is acceptable as long as the quantity of Multi-gig switches and
ports will support all the access points at full Multi-gig speeds.
10. Multi-Gig switches should be able to be stacked with non-multi-gig switches
11. Except for the Core switch in the MDF, switches that are installed into the same rack should be
“stacked” together in order to reduce the number of management IP addresses that are needed to
support the solution. For example: 4 switches are connected together and only require a single IP
address for management of that rack of equipment. Assume that racked switches will be racked
together to minimize space needed (i.e. one switch on top of the other with no space between). This will
minimize the length of the “stacking cables”. Any technology is acceptable for “stacking” for both
configurations (“Stacking”, “Virtual Chassis”, etc. Different OEMs may call the technology something
different) and hardware (dedicated proprietary stacking cables, standard SFP+/SFP28/SFP56/etc.,
DAC, optics, etc). If the solution does not support “stacking” the vendor must note that in the response.
12. Stacking capabilities should support a minimum of 400Gbps for the stacking/Virtual Chassis
interconnect.
13. The Core switch may or may not be “stacked” with the rest of the MDF switches, depending on the
configuration, technology used, etc.
14. The core switch needs to be able to support OSPF and be able to broadcast a minimum of 20 remote
networks to the main OSPF router.
15. All Switches should be able to support direct local (serial console) and remote access via SSH and
should be able to support remote console access via the cloud management system.
16. All switches should be able to support remote monitoring via SNMPv3
4. Vendors must provide technical specifications to include at a minimum:
1. Equipment speed and capabilities, including backplane speed, uplinks, stacking speeds and
capabilities, POE power types and capabilities supported, etc.
2. Required or recommended Installation apps, tools, cloud based systems, templates and/or scripting
capabilities to ease deployment.
5. Vendors must provide five (5) references from other K-12 school divisions of similar size that have recently (with
the last 5 years) received services of a similar nature from the vendor.
6. Vendors must also state in their proposals their ability to comply with the following requirements:
1. Vendors must be flexible with their installation schedule to prevent downtime and to schedule
installation activities outside of regular school hours, but must complete work in a reasonable time-
frame. The existing network may not be taken offline during any time in which students are in the
schools except for the briefest of unavoidable circumstances, and only ever with Hampton City Schools’
explicit permission.
2. Vendors must comply with all terms and conditions contained in the RFP addendum.
3. Vendors will utilize the SPI method for reimbursement. Hampton City Schools will issue a purchase
order only for the amount that will be billed directly to Hampton City Schools, which is an estimated 15%
of the total E-rate eligible costs plus 100% of any E-rate ineligible costs. Payment will be made at the
conclusion of the project with final acceptance and approval from Hampton City Schools.
4. Hampton will not accept/approve the completion of the project until all switches and access points are
online and capable of delivering service to end users reliably and at expected performance levels.
7. Vendors must provide a draft copy of a proposed contract with their proposal.
8. Vendors must provide a brief description of their company, to include the number of employees, location of
headquarters, and a sample listing of existing customers.
