Scope of Services
Contractor shall be responsible for providing the following services, as directed by the tribe’s contracted housing project manager and project manager:
• Review the available building drawings and site inventory for material that should be on site and available for construction in the community of Allakaket
• Conduct a site visit to take inventory of available material already on site in the community and create a firm cost estimate for work to be completed. General Scope of the services will include but may be expanded from the below list:
1. Fully Construct qty 2 – three-bedroom 26’x40’ homes on pads that will be built during spring/summer of 2026 under. NOTE – Depending on final cost estimates and available material we may only request full construction of one home and framing/drying in of the second home
2. Complete the exterior siding, window and door installation and exterior steps for a 3rd home that is partially constructed and roofed (photos in full RFP).
3. Meet all project needs for inspection and open house.

The tribe intends to sponsor the pre-selected contractor on an initial trip to the community
based on the response to this RFP. That trip is expected to take place before May 8th 2026.
Based on that trip- the contract is expected to develop a full cost estimate for the work and
enter into a contract with Allakaket tribe for work in the community during the summer of
2026.

Your Submission
To be considered, please submit the following:
• Statement of qualifications and construction experience (20% of basis for evaluation).
• Experience working with remote Arctic/Subarctic villages (15%)
• List of key personnel, their duties, resumes (10% of basis for evaluation)
• References: Contact information for previous similar projects (20%)
• Preference of Minority, economically disadvantaged or women-owned status (10%)
• Best available Cost estimate for the work identified above (+/- 30%) (25%)


You must submit proof of registration and lack of disbarment in System for Award Management (sam.gov) and any needed/relevant Business Licenses and Professional Certifications to be considered. This includes a residential endorsement of your GC License
Responses are due by 5 pm April 24, 2026 to ebergman2022@outlook.com and Dave Messier dave.pm@tananachiefs.org . Quotations will be reviewed and evaluated by a committee established by Allakaket Village Council. An initial contract for the site visit is expected to be executed within 3 working days and a site visit must be completed prior to May 8th 2026 with a
final cost estimate due back by May 22nd 2026. Work on the project must start as soon as possible after entering a contract for services and will continue unless and until terminated pursuant to the
contract.

REQUEST FOR PROPOSALS FOR CONSTRUCTION SERVICES
This is a request for Proposals to enter into a negotiated contract with the Allakaket Village Council
(the governing body of the federally recognized Tribe of Allakaket Village) to provide construction
services in Allakaket, AK. The goal of the services is to construct two new homes from the ground
up and perform work on a 3rd home that is partially constructed to include the installation of doors,
windows, arctic entry sheathing and complete any necessary stairway and railing work. This work
is funded through a HUD ICDBG Award and a federal Office of Victim and Crime prevention
grant. The contractor must comply with the funding requirements for the said grants and all other
applicable laws.

Additional Information
1.
The Allakaket Village Council will award the contract to the responsible firm whose
proposal is most advantageous to the program in light of price and other criteria.
2.
The Allakaket Village Council reserves the right to reject any and all proposals and
to accept the proposal it considers most favorable to the Council’s interest, based on
the criteria.
3.
The Allakaket Village Council reserves the right to waive minor irregularities in the
procedures.
4.
The Allakaket Village Council reserves the right to reject all proposals and seek new
proposals when such action is reasonably in the Council’s best interest.
5.
The Allakaket Village Council reserves the right to cancel an awarded contract within
thirty days of written notice if performance is unsatisfactory. No penalty and/or fee
may be imposed by either party if contract is cancelled or not renewed.
6.
Proposals will be accepted only from parties that are free of all obligations and
interests that might conflict with the best interest of the Allakaket Village Council.
7.
The proposer shall furnish the Allakaket Village Council any additional information
as it may reasonably require.
8.
No compensation will be paid for any services rendered in the development of this
initial proposal.
9.
The Allakaket Village Council may take affirmative steps to contract with small,
economically disadvantaged or women-owned businesses, and may require its prime
contractors to take similar steps to maximize subcontractor participation by small,
economically disadvantaged and women-owned businesses.
Information Useful for the contractor to have in developing an initial proposal
1. The Allakaket Village Council has equipment available for use in this project to include
both a telehandler and skidsteer
2. The house pads will be completed by a civil contractor no later than July 1st 2026 and
hopefully sooner dependent on coordination between AKT tribe and the construction
contractor
3. Material for construction has been on site and move a number of times by Allakaket Tribal
Council – it is expected that some of the material will be damaged and the contractor will
need to include air freight of new material into the community – Allakaket tribe expects
this and looks forward to working with the contractor to develop a list of replacement
material that will be needed
4. Water and Sewer are NOT required to be connected as part of this project- those will be
completed by a forthcoming ANTHC water/sewer connection project however the
contractor may be requested to rough in plumbing lines using pex and ABS connections
for future hookup by ANTHC.
5. Lodging for and house rental is available at a rate of either $75/day for a COVID cabin or
$150/day for rental of a full house – no running water but a washeteria is in the community
6. Vehicle rental of a truck is available in the community and will be negotiated separately
