Summary

The City is seeking qualified contractors to provide as-needed removal, installation, programming, configuration, testing, commissioning, and related technical services for public safety two-way radio equipment. Services may include the removal and disposal or return of existing equipment; the installation, replacement, relocation, and integration of mobile, portable, base station, dispatch, and associated communications equipment in vehicles, facilities, and other City-owned assets. The contractor shall furnish all labor, tools, equipment, and incidental materials necessary to complete the work in accordance with manufacturer specifications, applicable industry standards, and City requirements. Services may also include troubleshooting, system integration, acceptance testing, documentation, training, and post-installation support as required.



Background

The City currently operates a mission-critical land mobile radio (LMR) system supporting public safety and municipal operations throughout the organization. The City's radio fleet consists of more than 2,500 subscriber radios deployed across multiple departments, including Police, Fire, Public Works, Water and Power, Transportation, Code Enforcement, Parks and Recreation, and other City operations.

The City currently utilizes Motorola XTL Series and Motorola APX Series mobile and portable radios operating on a Motorola SmartZone® trunked radio system. These radios provide essential voice communications for emergency response, public safety, and daily municipal operations.

To support ongoing fleet maintenance, equipment replacement, technology refreshes, vehicle replacements, and new deployments, the City requires qualified contractors capable of providing professional installation, removal, programming, configuration, testing, and commissioning services for two-way radio equipment and associated communications accessories.

Installation services may be required on a wide variety of City-owned vehicles and equipment, including, but not limited to:

  • Ambulances
  • Battalion Chief vehicles
  • Command vehicles
  • Hazardous Materials (HazMat) vehicles

  • Utility trucks
  • Water and Power service vehicles
  • Construction and maintenance trucks
  • Dump trucks
  • Stake-bed trucks
  • Flatbed trucks
  • Pickup trucks

The selected contractor shall be capable of performing installations on both new and existing vehicles, including the removal of legacy communications equipment, installation of new radio systems and accessories, fabrication of mounting hardware where necessary, antenna installation, wiring, programming, testing, documentation, and final commissioning. Work shall be performed in accordance with Motorola installation standards, applicable industry best practices, and City requirements while minimizing vehicle downtime and maintaining the operational readiness of City services.
