Title: Vehicle Data Standardization



AMENDMENT



The purpose of this amendment: 1)provide response to questions 2) provide clarification on the term Vehicle Data Standardization.



Please see attached amendment for details.





This is a combined synopsis/solicitation for commercial services in accordance with the format in FAR 12.6/13.303, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 47QMCA25Q0009, a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03.



The Government intends to establish a single Blanket Purchase Agreement (BPA) for Vehicle Data Standardization services in support of the General Services Administration’s Fleet Program Office. This effort encompasses solution that automates and streamlines the process of VIN decoding through a secure Application Programming Interface (API) connection.



The FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.



The FAR clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition. Additional FAR clauses cited within the clause are applicable to the acquisition.



The specific work requirements are detailed within the attached Statement of Work (SOW).



Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at the SAM.gov website at https://sam.gov/ This office will not issue hard copy solicitations.



By submitting a quotation, the offeror:




  1. Acknowledges the Federal Acquisition Regulation (FAR) 52.204-7 requirement to be registered in SAM when submitting an offer or quote and at the time of award.

This is available electronically in the System for Award Management (SAM) accessed through https://www.sam.gov.



Part B Pricing



The offeror must provide a price for line items offered using the attached Price Quote in Microsoft Excel format.



Submission of questions. Submit questions to leresa.garrett@gsa.gov and charlene.cardenas@gsa.gov at or before June 16, 2025, 5:00 p.m. Eastern. The questions must be submitted using the attached Question Matrix. As a minimum, the offeror must---






    • cite the relevant solicitation section and page number;

    • clearly convey the question or concern;

    • do not include opinions, sentiments, conjectures, and hypothetical questions aimed at receiving a potential “evaluation decision.” These will not receive a response.





Written answers will be provided via a solicitation amendment posted on SAM.gov. Due regard will be given to the proper protection of proprietary information and anonymity.

Communications with other officials may compromise the competitiveness of this acquisition and result in cancellation of the requirement.



Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements.
