PROFESSIONAL SERVICES RELATED TO UNIVERSITY BRIDGE (NO. 73540)
REHABILITATION DESIGN
Overview
The City of St. Cloud is seeking professional services quotes for a bridge rehabilitation design for
the University Bridge (Bridge No 73540) in the City of St. Cloud. The professional services will include
the development of plans and specifications signed by a structural engineer licensed in the State
of Minnesota to address critical findings, and other notable issues that were documented during
the most recent inspection. The services shall address at a minimum:
1. An inspection to be performed by the design engineer. A minimum 30-year design life shall
be obtained from the proposed improvements. The design shall include the below
identified items, although any alternatives shall be considered as a result of the inspection
and the associated recommendation of the consulting engineer to ensure that the desired
design life is achieved.
2. Replacement of all expansion joints/glands to provide waterproofing to slow deterioration
of the lower components of the pier tables.
3. Rehabilitation of the bridge seat and bearings at Piers 6 and 7.
4. The immediate issue of the saturated concrete at Pier Table 3 and the repairs to correct
the underlying issues.
5. Cleaning the interior of all pier tables and weep holes to ensure no water/sediment/salt is
trapped.
6. Consideration/recommendation of drain extensions and improved drainage around the
pier tables and bearings.
7. Design shall include the waterproofing of all manhole access castings, evaluation and
recommendation of any additional waterproofing, protective coatings, corrosion
protection, or other durability enhancements needed to meet a 30-40 year design life.
All work shall comply with the procedures, requirements and regulations of MnDOT, Office of State
Aid for Local Transportation, City of St. Cloud, and other State and Federal agencies as required.
The intent and scope of work will include all tasks required to prepare a complete set of detailed
construction plans and special provisions. The detailed design documents shall be prepared that
they are able to be let for bidding by the City of St Cloud.

Submit any requests for information via email by 11:00 a.m. on Friday, July 31, 2026. Responses to
the received RFI's will be issued to the RFP recipients on Friday, August 7, 2026.
Project Background and Description
The project proposes to address critical findings, and other notable issues that were documented
during the most recent bridge inspections. Upon the findings of the biannual bridge inspection,
an enhanced Pier Table Inspection was conducted by the City's Consultant Bridge
Inspector/Program Administrator. The City then contracted with Olson & Nesvold Engineers, PSC
to perform Cantilever and Bearing Capacity calculations at Pier 7. The Bearing Capacity
Technical Memorandum, along with the inspection reports will be made available upon request.
The proposed design shall address the concerns noted in the reports and consider the
recommendations that would allow for a minimum of 30-year service life for the improvements to
the bridge.
Scope of Required Services
The selected consultant will design and submit 60 percent plans for review before final plan
submittal.
The final submittal will include, but is not limited to, preparing detailed construction plans,
construction details, and specifications associated with the proposed construction.
State and/or Federal Funding sources are anticipated; therefore the documents will include plans,
details, calculations, specifications, and all other information required for the final submittal
documents to be submitted to State Aid Bridge Office and other applicable review agencies for
review and approval. The Consultant Team shall handle submittals to the State Aid Bridge Office.
A listing of project tasks and deliverables is provided below:
Project Management, to include a project kickoff meeting and project management team (PMT)
meetings bi-weekly. Meetings with the City's PMT may occur virtually.
Cost Estimates, to include a detailed cost estimate at the 100 percent completion threshold. The
cost estimate will be used to ensure that construction bids are appropriate.
Project Kickoff Meeting, City Staff will meet virtually with the Consultant Team to discuss the project
requirements, and other information requested from the Consultant Team to be provided by the
City.

Bridge Inspection by Design Engineer, Consultant Team shall coordinate with the City for required
bridge inspection. City forces can be utilized for traffic control and detour as needed.
Formal Inspection Report, Consultant Team shall submit to the City their bridge inspection report
with the 60 percent plan submittal.
Plan Preparation, to include the design development plans and specifications for City Review at
60 percent. These plans will include sufficient information to allow the City to review and provide
direction prior to the consultant working towards final plans.
The 60 percent submittal will include the design drawings, details, phasing, and an opinion of
probable cost for the proposed bridge work.
The final plans will be developed from the comments developed during the 60 percent review.
The submittal documents will include the design drawings, specifications, calculations, and cost
estimate.
60 Percent and Final Plans and Specifications are to be submitted in PDF format. Final plans,
specifications, and calculations are to be signed by a Registered Structural Engineer Licensed in
the State of Minnesota.
The special provisions and plans shall be prepared and submitted in a proposal packet suitable
for bidding.
The Consultant will provide to the city all files related to this project including electronic design
files in AutoCAD/Civil 3D format with the final submittal.
Construction Period Services, to include the review and recommended acceptance or rejection
of contractor submitted documents (shop drawings) for the materials utilized for the project;
response to contractor requests for information; three construction site visits by the design
engineer for the work (progress site visit, punch list inspection, and final inspection). Fees for the
Construction Period Services should assume a construction start date in 2027.
Services and Information Provided by the City of St. Cloud
The following will be provided to the awarded Consultant by City of St. Cloud:
A. Previous design plans for the existing bridge.
B. Bridge Inspection Reports (Bi-Annual and Enhanced Inspection Reports)
C. Cantilever and Bearing Capacity calculations at Pier 7 provided by Olson & Nesvold
Engineers, PSC
D. Traffic Control and Detour plan sheets for the project
Project Schedule
The selected consultant will provide a project schedule for each of the project tasks and
deliverables to the City's Engineering Department for review at the Project Kickoff Meeting. The

project schedule will allow fourteen (14) calendar days following the 60 percent submittal for city
review. The selected consultant will complete and submit the final design documents prior to
December 11, 2026.
Proposal Content
The following will be considered the minimum contents of the proposal:
A. A statement of the objectives, goals and tasks to show firm's understanding of the nature
of the project.
B. A description of the deliverables to be provided by the firm.
C. A list of the personnel who will conduct the project, detailing their training, work
experience, and employee category. The lead engineer for each discipline and project
manager assigned to the project must be stated in the proposal and shall continue as such
throughout the project, as long as he/she is still employed by the firm.
D. Where a change in the project manager or lead engineer is necessitated, the selected
consultant shall provide the training, work experience, and employment category of their
intended replacement for City Review.
E. A detailed work plan that identifies the major tasks to be accomplished and the timeline
for completion, which are to be used as a scheduling and managing tool, as well as the
basis for invoicing.
F. Identification of the level of City of St. Cloud Engineering Department's participation in the
contract, as well as any other services to be provided.
G. A detailed cost breakdown of the tasks to be performed, with a breakout of the hours for
each employee category per work task identified. Please list any assumptions that have
been made in providing hours for each task.
H. The consultant is encouraged to include optional tasks with associated costs if it is believed
the additional tasks could add value to the overall plans.
There is no need to submit corporate literature or brochures.
