PUBLIC NOTICE
REQUEST FOR PROPOSALS
MARKETING OF RECYCLABLE MATERIALS
The Borough of Hawthorne is seeking written proposals through a Fair and Open Process under the
“New Jersey Local Unit Pay-to-Play” Law, N.J.S.A. 19:44A-20.4 et seq. from entities offering to
accept recyclable materials from the Borough of Hawthorne that have been collected curbside, or
received at the Borough’s recycling center.
To obtain the RFP, email the Borough’s QPA at jscully@hawthornenj.org on or after Tuesday, January 27,
2026. Sealed proposals in response to this RFP shall be submitted by 11:00 a.m., on Wednesday, February
18, 2026, at which time they will be publicly opened. Proposals received after the deadline date and time
will not be accepted. Proposals will NOT be accepted by facsimile transmission or e-mail.
Last day for questions and requests for clarifications, which shall be submitted via e-mail only to the
Borough’s Qualified Purchasing Agent at jscully@hawthornenj.org, is 12:00 noon EST on Thursday,
February 12, 2026.
The Borough of Hawthorne reserves the right to reject any or all proposals, or to waive any
informalities contained therein. No proposal shall be withdrawn for a period of sixty (60) days
subsequent to the proposal due date without the consent of the Borough of Hawthorne.
The proposals submitted in response to this RFP shall in no way be considered as competitive bids
since these services are exempt by N.J.S.A. 40A:11-5(1)(s). Each proposal shall be evaluated on its
merits.
The Borough reserves the right to accept, reject or request modification of the proposal package
submitted in response to this request, as well as the right to accept or reject any submissions on the
basis of feasibility or suitability to the Borough.
