General Services HVAC Controls Replacement

Bids may also be emailed to the attention of Anthony Phillips, Senior Construction Project
Manager, General Services Department at Anthony.Phillips@DurhamNC.gov. This is a formal
bid, and the bid opening will be formal and public.
Summary of Work:
The City of Durham plans to retrofit the obsolete building controls at the General Services
Building, as the building’s controls are failing and are no longer being manufactured or
supported.
The Controls Contractor selected for the job will be required to perform the following activities
as part of their contract.
• Back Up the old system and configuration
• Replace older PUP Network controls with modern BACnet controls. Provide old
controllers to the City for use as spares.
• Replicate any programming, trends, and settings that are active in the current system.
Reestablish any connections between devices, as well as to schedules and systems
outside of General Services.
• Integrate the new controls to the Jace and provide necessary information to Brady
Services, who will update the Enterprise Web Supervisor
• Update the Jace to Niagara version 4.10
• Commission the new controls to ensure full functionality in the present system is
working properly in the new system
• Remove old PUP devices from the system to free up device licenses
• Update controls schematics and sequences of operation or create them if old
schematics and sequences are unavailable
• Provide any software necessary to update controller-level settings if they are not able to
be updated via the City’s Tridium Niagara System
The Building Controls in Scope are:
• All 39 VAVs and associated temperature sensors/controllers

• All 9 Unit Heater Controllers and associated temperature sensors/controllers
• All 8 Exhaust Fans
Additional Notes:
• The three (3) RTUs have been converted to BACnet and do not need to changed. Links
between these RTUs and the items being converted may be necessary
• The Modbus connections to the main building meter and solar inverter also do not need
to be modified.
The Underutilized Business Enterprise (UBE) goals for this project are MBE 0% and WBE 0%.
Bidders are responsible for filling out the required UBE Construction forms and including them
in their bid package to be considered responsive. Contact the Finance Department –
Underutilized Business Compliance Division at (919) 560-4180, ext. 17245 with questions
regarding the UBE forms.
Bidders are strongly encouraged to attend a Pre-Bid Conference at The City of Durham General
Services Building, 2011 Fay Street-Room 136, Durham, NC 27703 on Thursday, December 11,
2025 at 11:00 AM
