MUNICIPAL JUSTICE PARK IMPROVEMENTS
City of Lancaster (Owner) is requesting Bids for the construction of the following Project:
Municipal Justice Park Improvements

Bids for the construction of the Project will be received at the City of Lancaster located at 216 S. Catawba
Street, until Thursday, August 20, 2026 at 2:00PM local time. At that time the Bids received will be
publicly opened and read.
The Project includes the following Work:
* Municipal Justice Center Park Improvements Project consists of the renovations to an
existing park in Lancaster, SC. The work includes: additional parking, ADA accessibility
improvements, an 8' wide asphalt loop trail, playground equipment, and a picnic shelter.

Pre-bid Conference
A pre-bid conference for the Project will be held on Tuesday, August 4th, 2026 at 10:00 AM at 216 S.
Catawba Street, Lancaster, SC, 29720. Attendance at the pre-bid conference is encouraged but not
required.
Bid security shall be furnished in accordance with the Instructions to Bidders.
If the Contract is to be awarded, Owner will award the Contract on the basis of the base bid plus selected
alternatives.
Other qualification or bid requirements include:
This project is being funded in whole or in part by the Community Development Block Grant Program
(CDBG). All federal CDBG requirements will apply to the contract. All contractors are required to be
registered in the federal System for Award Management (SAM) prior to contract award. SAM registration
must remain active for the entire project. All subcontractors are required to have a Unique Entity
Identifier number. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon

Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, 40 CFR 33.240, and the
Buy America Preference (BAP), imposed by the Build America, Buy America Act (BABA), enacted
under Division G, Title IX of the Infrastructure Investment and Jobs Act (IIJA, Pub. L. No. 117-58)
signed into law on November 15, 2021. Absent an approved waiver, all iron and steel used in this project
must be produced in the United States, as further outlined by the Office of Management and Budget's
Memorandum M-24-02 Implementation Guidance on Application of Buy America Preference in Federal
Financial Assistance Programs for Infrastructure, October 25, 2023.

Christine Schwartz with Catawba Regional Council of Governments at 803-327-9041
Bidders must also make positive efforts to offer employment, training and contracting opportunities in
accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is
particularly called to the requirements as to conditions of employment to be observed and minimum wage
rates to be paid under the contract.
The owner reserves the right to waive any irregularities, or to reject any or all bids.
No bidder may withdraw his bid within 90 days after the actual date of the opening thereof.
