INFORMATION FOR BIDDERS
1. INVITATION TO BID
Finney County, Kansas (County) hereby solicits sealed bids from qualified and responsible contractors to provide roofing replacement, restoration, and coating services for designated County-owned facilities in accordance with the specifications set forth herein.
Bids shall include all labor, materials, equipment, supervision, and incidentals necessary to complete the work described.
Bid opening will be Thursday, April 16 at 1:00 p.m. in the 1st Floor Conference Room at the Administration Building. 311 North 9th Street, Garden City, KS 67846.
Finney County reserves the right to reject any or all bids and to accept the bid deemed to be in the best interest of the County.
2. SCOPE OF SERVICES
The successful bidder (Contractor) shall provide complete roofing services including but not limited to:
• Installation of TPO roofing systems
• Roof coating restoration systems
• Asphalt shingle roof replacement
• Metal roof replacement
• 24 Gauge Sheet metal flashing and trim installation
• Roof penetration and flashing repairs
• Roof drainage improvements including 24 Gauge gutters and downspouts
Contractor shall provide all necessary:
• Labor
• Materials
• Equipment
• Lifts and cranes where required
• Safety equipment
• Legal Disposal of roofing materials
• Site cleanup
All work shall be completed in accordance with manufacturer specifications, industry standards, and applicable building codes.
3. FACILITIES INCLUDED
Roofing work is required at the following Finney County facilities:
• Exhibition Building
• Road Department Building
• 4-H Building
• Pavilion Building
• District Courthouse
• Finney County Administration Building
• Juvenile Detention Center
• Community Corrections Building
• Public Works Building
• Grandstand Main Roof
• Garage Shop Building
The County reserves the right to award work in its entirety or by individual facility.
4. CONTRACT TERM
Work shall begin upon approval by the Finney County Board of County Commissioners.
Contractor shall provide a project schedule within ten (10) days of award.
All work shall be coordinated with County staff to minimize disruption to building operations.
5. CONTRACTOR REQUIREMENTS
Bidders must:
• Be properly licensed to perform roofing work in Kansas
• Maintain required insurance coverage
• Demonstrate experience with commercial roofing systems
• Maintain an operational office within approximately 65 miles of Garden City, Kansas
• Comply with all OSHA and safety regulations
• Subcontractors must meet and provide the same local licensing and insurance requirements as the general contractor with strict enforcement procedures.
6. WARRANTIES
Contractor shall provide:
• Minimum two (2) year workmanship warranty
• Manufacturer warranty where applicable for roofing systems installed
Warranty documentation shall be provided to Finney County upon completion of the project.
7. INSURANCE
Contractor shall maintain the following insurance coverage:
• General Liability Insurance
• Workers’ Compensation Insurance
• Automobile Liability Insurance
Proof of insurance shall be provided prior to contract execution.
8. CLEANUP AND SITE PROTECTION
Contractor shall always maintain a clean and safe jobsite and shall:
• Remove debris daily
• Protect landscaping, sidewalks, and building entrances
• Perform magnetic sweeps around work areas
• Remove all roofing materials from County property
9. BID SUBMITTAL REQUIREMENTS
Each bid shall include:
• Completed Bid Pricing Form (Exhibit B)
• Contractor contact information
• Proof of licensing
• Certificate of insurance
• Minimum three (3) references for similar projects
• Proposed project schedule ten days after bid award
Incomplete submissions may be rejected.
10. EVALUATION AND AWARD
Award based on cost, qualifications, performance, and references. County may reject any or all bids.

13. COMPLIANCE WITH LAWS
Contractors shall comply with all laws and regulations.
14. INDEPENDENT CONTRACTOR
Contractor is not an employee or agent of the County.
15. GOVERNING LAW
Kansas law governs this RFB.
18. AWARD SUBJECT TO APPROVAL
Subject to Board of County Commissioners’ approval at the May 4 Board of County Commissioners meeting at 8:30 a.m.
