Description of Work
Description of Work: The Chillicothe Correctional Institution (CCI),
located at 15802 OH-104 Chillicothe Ohio was
originally opened as a State of Ohio prison in
1966. It is a former site of a military camp during
the Civil War that later became a federal
penitentiary. CCI is currently a medium security
prison with the capacity to house approximately
2,950 men.
This Request for Qualifications (RFQ) is being
issued to obtain Professional
Architectural/Engineering (A/E) services for
replacement of major portions of the sanitary
sewer system that feeds the CCI wastewater
treatment plant. This plant and collection system
serves CCI, RCI and numerous surrounding
properties and entities such as Unioto Schools,
VA Center, residences and businesses in the
immediate area.
The sanitary sewer system that feeds into this
treatment plant is aging and in dire need of repair
and/or replacement. This project will replace the
sanitary trunk lines from the location of RCI to the
location of the treatment plant at CCI. It involves
excavation, demolition, pipe and structure
construction and installation, tie in of all smaller
collector sewers that feed to the plant, testing,
inspection and operational startup of the new
system.
The development of a complete Program of
Requirements (POR) will be necessary and
included as part of this award. This POR
development will include investigation and review
of all existing and potential future flows in the
surrounding area. Various entities will be involved
as informational sources as this program is
developed, including local government entities
and users that tie into this system. Evaluation of
the project schedule will also be part of the POR
stage.
This project will utilize the Construction Manager-
at-Risk (CMR) delivery model. It is desirable to
issue one Guaranteed Maximum Price (GMP)
negotiated according to the General Conditions
(CM at Risk Project). It is feasible there may be
more than one GMP if determined to be in the
best interest of the project. The CMR
procurement process will occur simultaneously
with this A/E procurement; both the design and
the construction team is anticipated to be in place
during the POR phase of the project.
