NOTICE TO BIDDERS

State University of New York at Oswego will receive electronic secured bids via the e-builder platform for Project No. 1184-03 Titled: Wilbur Hall Roof Replacement until 2:00PM local time on Monday December 9, 2025 at 2:00pm

Proposals are to be submitted electronically via e-builder ( https://gateway.app.e-builder.net/app/bidders/landing?accountid=c1007a87-19e9-483f-98b2-599731ba4506&projectid=3e81d88e-ee87-4842-9d1b-5a1f9f8fed55&bidpackageid=01055888-951a-43cb-b817-d9aab09cf519 ) . Proposals will be opened and read aloud via a conference call, with the bid results to be posted online thereafter. The original bid package is to be mailed to SUNY Oswego, Purchasing Department, 402 Culkin Hall, Oswego, NY 13126. All work on this Contract is to be completed within 165 days after the Notice to Proceed. Scope of Work:

Removal of the existing fully adhered black EPDM membrane and insulation roofing system down the existing concrete deck. Roof replacement will consist of a Modified SBS membrane system over a polyisocyanurate flat and tapered insulation system. Demolition and existing concrete deck infill will be required at the existing openings no longer in use, and other abandoned openings which are no longer required. Raising the existing roof edge will be required to accommodate the specified tapered insulation system heights. A new coping/fascia and roof edge metal system will be installed to complete the watertight system. Reconfiguration of roof access points and ladders have been upgraded and modifications to the roof access door will be required.

Prior to submitting a bid vendors must be registered with the New York State Department of Labor

Vendors must submit their certificate of registration at the time the bid is made.

A non-mandatory walkthrough been scheduled for Tuesday November 18, 2025 at 10:00am to fully understand the parameters and constraints which affect the preparation of the bid for the same. Interested parties should meet at Wilbur Hall.

Section 143 of the State Finance Law requires payment of a deposit to receive these documents, deposits less than $50.00 are non?refundable Accordingly, a non-refundable deposit check in the amount of $40.00 for Documents, made payable to Plan and Print Systems is required. Requestors are responsible for shipping charges. All plan holders who receive the Contract Documents from Plan and Print Systems will receive Addenda notification by e-mail.

Bids must be submitted electronically in accordance with the instructions contained in the Information for Bidders. The original bid package is to be mailed to the campus after the electronic version is submitted. Security will be required for each bid in an amount not less than five (5) percent of the Total Bid. It is the policy of the State of New York and the State University of New York to encourage minority and women?owned business enterprise participation in this project by contractors, subcontractors and suppliers, and all bidders are expected to cooperate in implementing this policy. The Campus MWBE Goals are 17% Minority and 13% Women. The Campus SDVOB goals are 6%.
