INVITATION TO BID
The Town of Merrimack, Hillsborough County, New Hampshire is requesting bid proposals for the
following project:
Proposed Fuel Station Upgrades
Public Works Department
76 Turkey Hill Road
Merrimack, NH
The project intent is for the complete removal of the existing fuel station including single 20,000-
gallon underground storage tank (UST), venting, controls, fuel pumps, and replacement with new
single 24,000 UST, fuel pumps, canopy, concrete pad, controls, wiring and interconnection to the
DPW repair building, with ancillary work to include repaving of parking area.
The Town will award the Contract to the most responsible and responsive Bidder, for the base bid
whose evaluation by the Town indicates to the Town that the award will be in the best interests
of the Town and not necessarily to the lowest Bidder.
A Mandatory Pre-Bid Conference will be conducted on Tuesday, March 18, 2025, at 10:30 AM
at the Merrimack Department of Public Works facility, 76 Turkey Hill Road, Merrimack, NH 03054.
Sealed proposals must be received in hand on or before 1:00 PM., Friday, March 28, 2025, at
the Finance Office, Town of Merrimack, 6 Baboosic Lake Road, Merrimack, NH, 03054 at which
time the bids will be opened and read aloud at the above address. The exterior of all envelopes
containing bid proposals shall be clearly marked "Bid for Proposed Fuel Station Upgrades, Public
Works Department, Merrimack, NH.”
Bidding documents will be distributed from Merrimack Finance Office,
kvalluzzi@merrimacknh.gov in PDF format on-line. Bidders must contact Kelly Valluzzi, Payroll
and Benefits Clerk via kvalluzzi@merrimacknh.gov, or 603-424-7075. Only bidders obtaining the
bid documents from Merrimack Finance Department will be allowed to enter a bid.
All bidders must provide their contact information to the Merrimack Finance Department to be
registered to receive issued Addenda, if any.

Bidders’ inquiries to meaning or intent of the Bidding Document shall be submitted in writing at

Bidders are advised that the Project is to be awarded based on a Lump Sum Bid only and that
quantities of work have not been established for the project. The Bid Documents provide for a
schedule of values for comparison of bids. Bidders must satisfy themselves as to the quantities
of work to be performed for completion of the project. After Bids have been submitted, the Bidder
shall not assert that there was a misunderstanding concerning the quantities of Work or the
nature of the Work to be done.
All Bids must be made on the required Bid Form. All blank spaces for Bid prices must be filled in,
in ink or typewritten, and the Bid Form must be fully completed and executed when submitted.
Only one copy of the Bid Form is required.
Bids must be accompanied by a bid security in the amount of five percent (5%) of the bid amount.
Performance and Payment Bonds, each for 100% of the Contract Bid Price will be required upon
award of Contract.
The Town of Merrimack reserves the right to reject any or all Bids, or any part thereof, to waive
all formalities or informalities and to reject the Bid of any Bidder whom it finds, after reasonable
inquiry and evaluation, to not be responsible.
Any Bid received after the time and date specified shall not be considered. No Bidder may
withdraw a Bid within sixty (60) days after the actual date of the opening thereof to permit public
funding of the project. Should there be reasons why the contract cannot be awarded within the
specified period; the time may be extended by mutual agreement between the Owner and the
Bidder.
