The Statewide Procurement Division (SPD), a division of CPA, requests sealed responses for Emergency Transportation Management Services, Contingency.
A major customer for these services and items is the Texas Division of Emergency Management (TDEM).
These services and commodities are required for all-hazards emergency preparedness and may be simultaneously dispatched to one or more locations throughout the state of Texas prior to, during, or after an incident or event occurs. All-hazards planning and preparedness addresses natural, technological, adversarial, or human caused incidents or events. Historically, this solicitation has been utilized for migrant transportation purposes under the Texas Governor’s emergency declaration. Potential Respondents should be aware that these services and commodities might be used but not limited to these types of events.
CPA and TDEM particularly seek to prepare for events like the recent natural disaster Hurricane Harvey, which in 2017 inflicted $125 billion in damages and displaced over 30,000 people. During this rapid deployment event, CPA and TDEM expended $25 million for emergency transportation management services. Historically, the services requested under this RFP are used by the Customer for periods ranging from hours to months, but the duration is dependent upon the scale and scope of the emergency. Services may be required for both short and long durations, as needed.
