Project Description: The primary objective of the RFP is to secure the services of experienced Contractors who are capable of efficiently clearing large volumes of disaster-generated debris from a large area in a timely and cost-effective manner. The successful Proposers must be capable of assembling, directing, and managing a work force that can complete the first pass, cut and toss debris operations in a maximum of 70 hours.
The work shall begin on notice to proceed and go for no longer than seventy (70) hours, unless extended by the Town with a written notice.
Contractors shall provide all necessary labor, management, supervision, trucks, gas, oil, safety equipment, chain saws, backhoes and any other materials and equipment necessary to perform the job as specified. Contractors are responsible for any required Right-of-Way permits. A list of all equipment available to complete the services of this contract must be included with the submission of this Request for Proposals.
SUBMISSION:
The Town only accepts online submittal of bids through Bonfire, the eProcurement platform linked to the Town website, promoting a greener footprint.
PRE-PROPOSAL MEETING:
A "NON-MANDATORY" Pre-Proposal Meeting will be held virtually via the Microsoft Teams meeting platform. Date/Time are specified in the "Events" section. To join the meeting please see the instructions included under "Files" or copy/paste the URL in the "Events" section into your browser. Attendance is strongly encouraged as this will be the only forum to seek clarification directly from Project Manager and Town staff.
AWARD:
Award shall be made to the Proposer which offers the best value to the Town. The Town reserves the right to reject any and all proposals, to waive non-material irregularities or technicalities and to re-advertise for all or any part of this solicitation as deemed in its best interest. The Town shall be the sole judge of its best interest.
RESPONSIBLE VENDOR DETERMINATION:
Respondent is hereby notified that Section 287.05701, Florida Statutes, requires that the Town of Palm Beach may not request documentation of or consider a vendor’s social, political, or ideological interest when determining if the vendor is a responsible vendor.
FEDERAL TERMS AND CONDITIONS:
Federal terms and conditions shall take precedent over the Town's terms and conditions if any discrepancy exists.
FEMA terms and conditions: This solicitation utilizes FEMA terms and conditions as Town will be requesting reimbursement from FEMA.
SAM REGISTRATION:
A order/contract shall not be made to parties listed on the government-wide exclusions set forth in the System for Award Management ("SAM") (found at www.sam.gov), which contains the names of parties debarred, suspended, or otherwise excluded by agencies, as well as parties declared ineligible under statutory or regulatory authority. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to the award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from a solicitation.
