The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to issue a modification under existing contract N00024-15-C-5151 to Lockheed Martin Rotary and Mission Systems. This modification will provide an additional six (6) month period of performance of Aegis Ship Integration and Test (SI&T) which conducts combat system equipment testing and equipment troubleshooting for the Aegis Combat System aboard new construction Aegis Destroyer (DDG) 51 Class, In-service DDG 51, and Aegis Cruiser (CG) 47 Class ships. This contract modification also contains scope for Aegis land-based tactical sites, transition out, and Ballistic Missile Defense (BMD) capability upgrades.
The modification will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one responsible source, and no other supplies or services will satisfy agency requirements. Lockheed Martin is the only qualified source that possesses the in-depth technical expertise, knowledge, resources, and understanding of SI&T necessary to satisfy the Government’s requirements within scope and the required schedule.
Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all expressions of interest received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government to not compete this proposed modification based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for informational purposes only.
