REQUEST FOR PROPOSALS
JEFFERSON COUNTY
RESIDENTIAL
SOLID-WASTE SERVICES
Jefferson County, Arkansas, is accepting sealed proposals from qualified contractors to provide residential solid-waste collection, transportation and disposal services for the period beginning January 1, 2027, and ending December 31, 2031. The requested services include weekly residential solid-waste collection, residential bulk-waste collection options, unusual-accumulation collection and service to designated County facilities.
A mandatory pre-proposal conference will be held on Tuesday, September 8, 2026, at 2:00 p.m. Central Time. Contractors may attend virtually through Microsoft Teams or in person at the Jefferson County Courthouse, 101 East Barraque Street, Suite 107, Pine Bluff, Arkansas 71601. Any contractor that fails to attend the mandatory conference will be disqualified from consideration. The Microsoft Teams access link is included in the complete RFP.
Sealed proposals must be received no later than 2:00 p.m. Central Time on Monday, September 21, 2026, at:

Each submission must contain one original proposal, five copies and one thumb drive containing an electronic copy in searchable PDF format. The sealed envelope or box must be clearly marked:
“ Jefferson County Residential Franchise Solid Waste Proposal”

Jefferson County reserves the right to reject any or all proposals, waive technicalities or irregularities, and accept the proposal determined to be in the County’s best interest.
