QUALIFICATIONS, PROFESSIONAL ENGINEERING SERVICES
MENIFEE DRAINAGE IMPROVEMENT PROJECT
The City of Menifee, Arkansas is requesting Statements of Qualifications (SOQs) from qualified professional engineering firms for the Menifee Drainage Improvement Project, funded through the Arkansas Division of Emergency Management (ADEM) State Hazard Mitigation Grant Program – FY27.
The project generally consists of the replacement, upsizing, and rehabilitation of multiple deficient culverts and associated drainage infrastructure throughout the City. Engineering services may include surveying, hydrologic and hydraulic analysis, design, plans and specifications, cost estimates, agency coordination, bidding assistance, construction administration, and other services necessary to complete the project in accordance with the ADEM-approved Notice of Intent.
Following selection, the Engineer will also be responsible for assisting the City with procurement of a qualified Construction Manager and coordinating with the Construction Manager during project implementation. The City will retain final selection and contracting authority for the Construction Manager.
Firms will be evaluated based on qualifications and demonstrated competence, including relevant experience, capacity, past performance, and proximity to/familiarity with the project area. Construction Manager procurement/coordination experience will be considered within the firm’s specialized experience and technical competence.
Price shall not be submitted with the SOQ. The City will negotiate the scope of services and professional fee with the firm determined to be best qualified.
