PUBLIC NOTICE - INVITATION FOR BIDS
HVAC RETROFIT IMPROVEMENTS I IFB NO. 2026-HVAC-01
The City of Wilmot, Arkansas (the “City”) will receive sealed bids from properly licensed and qualified contractors to furnish all labor, equipment, materials, supervision, permits, testing, closeout documents, and incidentals necessar; for HVAC retrofit improvements at the \Nilmot Community Center, 2764 Highway 165 South, Wilmot, Arkansas 71676.
The work generally includes removal and replacement of two nominal 5-ton split-system HVAC units serving the dining hall/cafeteria; removal and replacement of one nominal 12.5-ton packaged HVAC unit serving the gymnasium; programmable thermostats for the split systems; outdoor-air provisions; and all associated electrical, ductwork, refrigerant piping, condensate drainage, controls, supports, startup, testing, training, warranties, and lawful disposal required for complete operational systems.

Bid Deadline: 12:00 noon Central Time, Monday, September 21, 2026. Late bids will not be considered.
Public Opening: 12:15 p.m. Central Time, September 21, 2026, at Wilmot City Hall, 2826 Highway 165 South, Wilmot, Arkansas 71676.
Sealed Bid Delivery: Deliver or mail to Mayor Carolyn E. Harris, City of Wilmot, 2826 Highway 165 South, Wilmot, Arkansas 71676. Mark the sealed envelope: “SEALED BID - IFB 2026-HVAC-01 - DO NOT OPEN.”
Bid Security: Each bid must include a cashier’s check or corporate bid bond in the amount of five percent (5%) of the total bid.
The City intends to award a firm fixed-price contract to the lowest responsive and responsible bidder whose bid serves the City’s best interests, subject to City Council authorization, funding availability, AEO approval, and all grant conditions. The City reserves the right to reject any or all bids and to waive formalities as permitted by law.
This project is supported with federal Energy Efficiency and Conservation Block Grant funds administered by the Arkansas Energy Office. Applicable federal requirements may include Davis-Bacon and Related Acts, Contract Work Hours and Safety Standards Act, Build America, Buy America/domestic-preference requirements, suspension and debarment, lobbying restrictions, and 2 CFR Part 200. No construction may begin until the City issues a written Notice to Proceed after receiving AEO authorization.
Small business enterprises and veteran-owned business enterprises are encouraged to participate. The City provides equal opportunity and does not discriminate on any legally prohibited basis.
