Description
The Veterans Health Administration, Network Contracting Office 02 intends to solicit from a single source IAW FAR 13.501(a) to obtain diesel generator and equipment storage and maintenance.
Period of performance: 12/21/2025 through 12/20/2026 with four one-year option periods.
Basic description of the requirement: The James J. Peters VA Medical Center (JJP VAMC) (130 W. Kingsbridge Rd., Bronx, NY 10468) has a requirement for the procurement of services involving the continued storage, maintenance, and onloading of Government Property that requires specialized care. The government property is currently in storage and shall remain in storage that meets specific requirements until the JJP VAMC is ready to receive the equipment. Specialized preventive maintenance services will be periodically performed on two diesel engine generators by qualified contractor-personnel while in storage. At the conclusion of storage specialized rigging procedures are required to load the equipment for transport.
It is in the best interest of the government to ensure the equipment is stored and maintained properly while not in use to preserve the equipment and maintain optimal functioning condition of all major parts or components.
The Contractor s storage facility shall not be located more than 50 miles from the James J. Peters VA Medical Center (Bronx, NY). VA owned equipment cannot be mixed with non-VA equipment. For item 1, at the conclusion of storage the government property requires special equipment (e.g. rigging, crane) to accomplish onloading to vehicles. The current warehouse has been inspected to ensure it meets manufacturer requirements for equipment storage, which is required before award. While in storage, the Contractor s manufacturer certified technician shall perform periodic maintenance of the two Diesel Engine Generator Caterpillar units, Model Number C175-16 (60Hz).
The two (2) Diesel Engine Generators manufactured by Caterpillar (Model Number C175-16 (60Hz)) require specialized care and maintenance while in storage for a period longer than three months. The original equipment manufacturer is Caterpillar Inc., which restricts maintenance services to authorized maintainers. H. O. Penn is an authorized Caterpillar Inc. retailer and maintenance provider covering the New York City geographical area. H.O. Penn will continue to provide storage for all items and periodic maintenance for the diesel generators.
The two diesel generators are currently under a warranty, provided by H.O. Penn, expiring March 2026 which covers any damage or failures due to workmanship and is in accordance with Caterpillar Limited Warranty SELF5731. It is the understanding of the government that no other company can provide this guarantee and protection of the two Diesel Engine Generators. Only Caterpillar-certified technicians can perform this service and protection with certainty that the equipment will work properly after installation and without risk to the terms and conditions of the warranty.
