RFQ# 25-003 Cottage Street Electrification Phase 2Dates: 11/06/2024 to 11/27/2024

The Pioneer Valley Transit Authority (PVTA) hereby requests the submission of Statements of Qualifications for the prequalification of DCAMM Certified General Contract (GC) and Filed-Sub-Bid (FSB) Subcontract firms for the Cottage Street Electrification Phase 2 Project. This Request for Qualifications (RFQ) is the first part of a two-step procurement process as provided in M.G.L. c. 149, §44D½. Based on the SOQs received in this Phase I, PVTA will select respondents it deems to be prequalified in accordance with the criteria set forth in the RFQ. In Phase II, the prequalified respondents will be invited to submit bids in response to an Invitation for Bids (IFB).

The Cottage Street Electrification Phase 2 Project consists of a 39,000 SF addition to bus storage as well as an 11,000 SF addition to bus maintenance at the PVTA’s Springfield Operations and Maintenance Facility at 665 Cottage Street in Springfield, Massachusetts. The existing 230,000 SF facility, constructed on an 18-acre site in 2019, is being expanded and upgraded to support the PVTA’s ongoing conversion to a battery-electric bus fleet. The facility will remain in operation during construction. The estimated cost of construction is $30 million.

The Filed-Sub categories and amounts are as follows: Masonry $285,000; Miscellaneous Metals and Ornamental Iron $250,000; Waterproofing, Dampproofing, and Caulking $325,000; Roofing and Flashing 2,025,000; Metal Windows $318,000; Painting $1,189,000; Fire Protection and Sprinkler Systems $929,000; Plumbing $774,000; HVAC $2,406,000; and Electrical $11,637,000.

The PVTA’s Prequalification Committee is prequalifying firms interested in providing General Contractor (GC) and Filed-Sub-Bid (FSB) services on this Project through this Request for Qualification (RFQ) process. Only pre-qualified firms will be permitted to submit bids. The prequalification evaluation is anticipated to be completed by December 20, 2024. The project will bid in January 2025. Construction is anticipated to take twenty (20) months to complete.

GC and FSB firms interested in prequalifying to bid are encouraged to attend an optional open house to be held at PVTA’s Springfield Operations and Maintenance Facility at 665 Cottage Street, Springfield, MA at 1:00 p.m. on Tuesday 11/19/2024.

Statements of Qualifications in pdf format must be submitted to PVTA’s Procurement Officer at LZak@pvta.com by 1:00 PM EST on Wednesday November 27, 2024, No late submittals will be accepted. It is the responsibility of the GC and FSB firms to ensure their SOQs are submitted on time. No paper copies will be accepted. There will be no public opening of the SOQs
