Special Notice Notice of Intent to Sole Source
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED

The Department of Veteran Affairs, Veterans Health Administration (VHA), Network Contracting Office (NCO) 16, intends to solicit and award a sole-source, firm fixed price, non-personal services contract with a 12-month base and (4) 12-month option periods to:

This procurement is being conducted under Federal Acquisition Regulation (FAR) Parts 12 and 13 under the authority of FAR 6.302-1 in accordance with (IAW) FAR Part 13.106-1(b) Soliciting from a single source.

The Department of Veteran Affairs intends to award a sole source firm-fixed price purchase order to Document Storage Systems, (DSS) Inc. DSS is the original equipment manufacturer (OEM) for the DSS Omnicell IVX Vista Interface software. This order will be for DSS Omnicell IVX VistA Interface Software at the Overton Brooks VA Medical Center (OBVAMC) Shreveport, LA. The maintenance service provided by DSS is for Period of Performance January 1, 2025-December 31, 2026.
The Service Agreement is to include and not limited to:
DSS Omnicell IVX VistA Interface software subscription maintenance and support M-F 8-8 CST, includes bug fixes, minor release upgrades, telephone support for a period of one year.
The contractor shall provide all labor, travel expenses, tools, equipment inspection, personnel, service/maintenance, and parts required for the maintenance and services of this equipment. The North American Industry Classification (NAICS) code for this acquisition is 541519, Other Computer Related Services. Size Standard $34 Million.
Based on market research and previous acquisition history, it has been determined that DSS is the only vendor capable of providing the required service plan for maintenance and service for the Omnicell software.

This notice of intent is not a request for competitive proposals, quotations, or expressions of interest. The Government does not anticipate receiving responses to this notice. However, interested parties who disagree with this action may submit a letter of interest that demonstrates your firm s technical expertise, certifications, and authorization to compete for this acquisition to include a rationale for why you should be considered.

Interested parties shall submit clear evidence with an AUTHORIZATION LETTER from the (OEM) DSS, communicating authorization to support its Omnicell software, capability to provide an onsite DSS technician, maintenance, service, OEM parts, and supplies. Contractor shall be an authorized contractor, trained technician, possess licenses and certification for DSS proprietary equipment and services to meet all Government requirements and objectives. The Government reserves the right to verify any documentation submitted with the OEM.

Late responses shall not be accepted. No telephone inquiries will be accepted nor will phone calls be returned. Only emailed responses will be considered. Information received will be utilized solely for determining whether to conduct a competitive procurement. A determination not to compete this proposed acquisition based upon responses to this notice is at the sole discretion of the Government. There will be no reimbursement for any cost connected with providing capability information.
