The Goblin Drive Phase 2 Improvements consists of new roadway on new and existing alignment. It begins at the south end of the newly re-constructed Goblin Drive and Industrial Park Road intersection Project (about 940 feet south of Industrial Park Road) and extends south approximately 3833 linear feet (past the Harrison High School and Middle School complex) where it will intersect the existing roadway. More specifically the project includes roadway upgrades from the existing ditched roadway section to include new 2-lane and 2-lane divided roadways and three new roundabouts. The project consists of grading, asphalt paving, concrete curb & gutter, concrete and asphalt driveways, sidewalks and pedestrian trails, drainage inlets and storm sewers, waterline adjustments, pavement markings and signage, street lighting, and other associated work as indicated on the drawings and within the specifications. To maintain traffic and access to the schools, the project will be constructed in five major phases. Each phase has specific schedule and time requirements.
The contractor is required to work around and adjacent to high voltage aerial transmission and distribution power lines owned by Entergy. The contractor shall comply with all OSHA requirements in this regard. The contractor is required to maintain early and regular communications with Entergy throughout the duration of construction. See Specification Section 01 11 00, Paragraph 1.3.C – “Other Activities.”
Bids shall be on a Unit Price.
A certified check or bidder’s bond in an amount of not less than five (5) percent of the amount bid. The check(s) or bond(s) shall be made payable to the City of Harrison, Arkansas, 118 Industrial Park Rd., Harrison, Arkansas, 72601, as security that the bidder(s) to whom the award(s) are made will enter into contract to build the improvements bid upon and furnish the required bonds and insurance.

for a fee of $22.00 (non-refundable). If submitting a bid, a fee of $42.00 (non-refundable) will be required. Once logged into the site, insert eBidDoc project number 8899182 (Harrison, AR; Goblin Drive – Phase 2).
Each successful bidder shall supply a Performance Bond and a Payment Bond executed by a corporate surety licensed in the State of Arkansas in an amount equal to 100 percent of the contract price as part of his contract.
A mandatory pre-bid meeting will be held virtually on Tuesday, May 6, 2025 at 1:30pm, utilizing the Zoom link (located on QuestCDN), with the Meeting ID 576 032 3863, Passcode x1r9nK. Prime Contractors must attend this meeting, or their bid will be rejected.
The City of Harrison, Arkansas reserves the right to accept any bid which it deems most advantageous to the City of Harrison, and to reject any or all bids submitted and to hold as many bids as it desires for consideration for a period of sixty (60) days after the bids are open.
