Invitation for Bids (IFB)
for
Highway 59 Landfill Groundwater Treatment System Upgrade
Notice is hereby given that the Merced County Regional Waste Management Authority (MCRWMA) has
released project number IFB20251119MCRWMA – Highway 59 Landfill Groundwater Treatment System
Upgrade. MCRWMA invites the submission of Bids from qualified and licensed contractors for the
installation of one 21,000 gallon tank, pump, and all associated piping and electrical work to improve the
groundwater treatment system at the Highway 59 Landfill.

A pre-bid meeting and project site visit will be held on November 25, 2025, at 11:00 a.m. at 7040 North
Highway 59, Merced, CA 95348. Bidders interested in attending must RSVP via email to
procurements@mcagov.org by 2:00 p.m., November 24, 2025.
The deadline to ask questions is 12:00 p.m., PST, December 5, 2025, via email to Alexandra Arroyo,
Procurement Specialist II, at procurements@mcagov.org. Bids are due electronically by 10:30 a.m. PST, on
December 19, 2025, and shall also be emailed to Alexandra Arroyo, Procurement Specialist II, at
procurements@mcagov.org. Bids will be publicly opened and read via a conference call on December 19,
2025, at 11:00 a.m. Anyone interested in joining the bid opening may do so using the Zoom information

Bids must remain effective for 90 days from Bid opening.
Bidders are responsible for making certain their bid documentation is complete and is received by
MCRWMA on or before the closing deadline. MCRWMA is not liable for any costs incurred by bidders in
responding to the IFB. MCRWMA reserves the right to accept or reject any and all Bids or to cancel this
solicitation at its discretion. Requests for changes or clarifications must be submitted in writing by the
deadline indicated in the IFB. Any alterations to the IFB will be made by written addenda only.
Communications from bidders shall be submitted in writing (email) to Alexandra Arroyo, Procurement
Specialist II, for this procurement. Except as set forth herein, there shall be no other communication with
any other MCRWMA employees or consultants with respect to the bid documents or project.
