Synopsis:
|
|
Submissions clearly marked "COR7273 - Excavation Services", in the header line, will be received by the City of Regina, via email at procurement@regina.ca, no later than 2:00 p.m. Central Standard Time, on Tuesday June 17, 2025.
Various departments of the City require, on an “as required, if required” basis, equipment with qualified operators to carry out excavation work.
The Work includes but is not limited to:

Sidewalk, curb and gutter removal and fine grading;

Boulevard curb removal and fine grading;
-
Curb and gutter removal and fine grading;
-
Floating sidewalk removal;
-
Private walk and driveway removal and fine grading;
-
Hauling excavated material, or other material as determined; and
-
Storm Channel Maintenance.

Other excavation projects to be determined;
Unless otherwise indicated, and subject to applicable exceptions and exclusions, this procurement is covered by:
•Chapter 5 of the Canadian Free Trade Agreement
•Chapter 19 of the Comprehensive Economic and Trade Agreement
•Article 14 of the New West Partnership Trade Agreement
There will not be a public opening however the list of firm names who submitted a response will be posted to the Sasktenders website.

Background
The City is responsible for approximately 1,289 kilometres of sidewalk, 550 kilometres of curb, and scores of medians and islands. During the construction season, the Concrete ServicesBranch removes and replaces concrete and brick surfaces through the Street Infrastructure Renewal Program, the Concrete Maintenance Program, and the Utility Cuts Program. This Work is performed, along with other branches within the City, in order to maintain the roadway infrastructure as well parks, open spaces and storm channel maintenance throughout the City.
The following is a description of the various programs Concrete Services is involved with:
1. Street Infrastructure Renewal Program
The objective of this program is to restore the design condition of existing street infrastructure and to reduce further deterioration. This program is managed by the Roadways Preservation Branch, and each project may include work from Water Works Services, Traffic Engineering, Concrete
Services, Asphalt Services, and others in order to achieve the final construction design. The Concrete Services Branch removes and replaces concrete and bricks surfaces to meet the design specifications. These projects are also called Capital Projects. The majority of the contracted
excavation work will be performed within the Street Infrastructure Renewal Program.
2. Concrete Maintenance Program
The Concrete Maintenance Program provides maintenance and repair to concrete sidewalks,curbs/gutters, medians, and paving stone areas. The primary focus of this program is to mitigate risk to pedestrian traffic due to distresses in sidewalks. One of the repair methods used in this program is replacement of concrete or bricks, which requires excavation of the old, distresses infrastructure.
