Amendment 0004:



Due to discrepencies identified in the solicitation and RFIs, the formal solicitation document has been amended. As a result, SF 30 Amendment 0003 has been attached, along with revised Attachment 2 - Bid Schedule and Updated Final RFI Responses dated 28 Jan 2026. Concerns with descrpencies are addressed in questions/responses 23, 208, and 215 - 219. Additioanlly, the submittal date has been extended from 28 Jan 2026 to 2 Feb 2026.





Amendment 0003:



The purpose of this amendment is to post final Government responses to RFIs, dated 20 Jan 2026, in the attachments/links section. Questions 23 and 208 include updated Government response. It is the respobsibility of all offerors to review RFIs and responses, and make changes to offors if necessary. At this time, no further questions are being accepted. This is an amendment to the solicitation posting only, there is no amendment to the formal solicitation document.

COMBINED SYNOPSIS/SOLICITATION



This is a combined synopsis/solicitation for commercial servies, prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factor (attachment 6); and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the price fair and reasonableness of proposals received.

Synopsitation Closing Date: Proposals must be received not later than 4:00PM Eastern, 23 Jan 2026

Any correspondence sent via e-mail must contain the subject line “Synopsitation FA8601-26-R-0001.” The entire proposal must be contained in a single e-mail that does not exceed 15 megabytes including attachments, if any. E-mails with compressed files are not permitted. Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). Therefore, if the specified subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson. If sending attachments with email, ensure only .pdf, .doc, .docx, .xls or .xlsx documents are sent. The email filter may delete any other form of attachments.

A detailed description of the requirement including a draft contract with line items, delivery schedule, period of performance, inspection and acceptance information, other terms and conditions, provisions and clauses (to include FAR 52.212-1, 52.212-4, and 52.212-5), representations and certifications (must be completed in accordance with FAR 52.212-3), specific instructions for submission of proposals,an explanation of how proposals will be evaluated, performance work statement, and wage determinations, are pvovided in the attached documents. Upon award, any provisions that were in the draft contract (including representations and certifications) will be removed from the award document. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-05.



Site Visit: The site visit will be held on 6 January 2026 at 9am Eastern at the National Museum of the United states Air Force.



Site Visit Location Information: All personnel will meet at the entrance of the museum at 9am Eastern. All attendees must submit their intent to attend the site visit with company name and all names of participants to SrA Ladaia Lumpkin, ladaia.lumpkin@us.af.mil, and Alyssa Williams, alyssa.williams.10@us.af.mil, by 3pm Eastern on 5 January 2026.
