Description

The purpose of this contract is for the contractor to supply toilet pumping services at various locations on the Mt. Pinos Ranger District. Contractor shall furnish all labor, materials, equipment, transportation, and incidentals necessary to provide the pumping of the Forest Service-owned campground or trailhead toilets in locations identified below on the Mt. Pinos Ranger District.



Contractor will be required to service 13 different locations across the Mt. Pinos Ranger District. Locations vary from Frazier Park, CA to New Cuyama, CA in the West and Ventucopa, CA in the South. Vehicles should be capable of operating in 4WD conditions. Access to several toilet locations requires navigating Forest Service dirt roads with limited or no cell service. Must drive on winding, narrow, mountain roads that contain dirt, partial pavement, and asphalt. May need 4-wheel drive capabilities to access some locations. Roads may be icy, snowy, rainy at times. There may be periods of time during the wet weather months where gates at Forest boundary could be closed to prevent further damage to the road. This situation occurs yearly with potential for closure as early as November 1 – April 30. Contractor will notify district point of contact prior to attempting to service facilities as road conditions are subject to change.



Vault and Septic Tank Pumping Duties

1. Vault toilets with exterior access hatch doors shall be pumped from the exterior. A Forest Service key may be needed to unlock the hatch door. If so, transfer of the key will be arranged by theContracting Officer. Vault toilets without exterior access shall be pumped from the interior directly through the riser.

2. Pump vaults down to within 2-4 inches of the bottom of the tank. Compacting waste material in the bottom of the vault by tamping or other method is not allowed.

3. For pumping through the interior riser, take precautions to prevent damage to the riser and to prevent waste spillage onto the interior floor and wall surfaces. Cover toilet paper with waterproof material or remove from bar prior to removal of debris and pumping. Clean up all incidental spillage and disinfect floors and riser including the riser seat and any surface that was or may have been contaminated. Following clean up, floors and surrounding areas shall be left free of standing water.

4. Using a pressure washer system, wash down the interior walls of the vault before the clinging debris has a chance to dry. Use the pressure washer to break up and dilute solids in the bottom and then pump this diluted waste down again to within 3-4 inches of the bottom.

5. All materials shall be removed from toilet vault or tank, including human waste, trash, etc. and properly disposed off National Forest land in accordance with all Federal, State and local laws and ordinances.

6. Thoroughly clean and disinfect all contaminated areas resulting from the pumping process.

7. Trucks and /or pumping supplies shall not be rinsed or cleaned on National Forest land.

8. Should any release of septic material occur on National Forest land, the contractor is responsible for immediately notifying the Contracting Officer.

9. Complete the task order stating how many gallons were removed from the corresponding location(s).



Pumping CXT vault toilets includes the following: Accessing the vault toilet and removing all contents inside the vault toilet, this includes solids, liquids, trash, and large or heavy material that is not able to be suctioned out. The material removed from the CXT vault toilets will be properly disposed by the contractor.
