Robertson Drive Phase 2: Acquisition, Servicing & Housing Construction
Synopsis:

The Town of La Ronge’s goal is to promote residential housing construction in the community and as such, the Town is seeking Proposals that address three key elements related to the development of the Town’s Robertson Drive Phase 2 residential subdivision project. These elements include the acquisition of the lots within subdivision from the Town, servicing of the subdivision, and the construction of housing on each of the lots within it. As such, the Town wishes to garner the submission of Proposals that meet the mandatory requirements of this Request for Proposal (RFP), with the intent to negotiate with the Proponent submitting the preferred Proposal, and enter into a Contract with the Successful Proponent in relation to the deliverables which include the three key elements of the project.

Additional Information:

The Town has 14 building lots that have been registered at the Saskatchewan Land Registry. These lots are shown on the Location Map and are highlighted in yellow on Plan 102079874, both of which are attached hereto as Appendix “A”. These 14 lots comprise Phase 2 of what is commonly referred to as the Robertson Drive residential development area which is the focus of new housing development in the Town of La Ronge, and is more specifically referred to as “Robertson Drive Phase 2”. The 32 lots in Phase 1 were serviced by the Town with roads, sidewalks, sewer and water. These lots have since been sold for the construction of housing, and now the Town wishes to make a contractual arrangement with the Successful Proponent to:

1) acquire the 14 lots in Phase 2 from the Town;

2) have the Successful Proponent service the lots in the Phase 2 subdivision in the same manner as was done for Phase 1, thereby extending those services accordingly; and,

3) construct housing units on each of the lots in Phase 2 over a specified period of time, until the Phase 2 subdivision is built-out in full as per a development plan submitted by the Successful Proponent.

The Town is open to ideas and suggestions and is willing to negotiate the terms of the contractual arrangement with the Successful Proponent in order to achieve the three key elements of this project which are described in more detail as follows:

1) Acquisition: As part of the contractual arrangement, the Town would transfer ownership of the lots in Robertson Drive Phase 2 to the successful proponent. This may be undertaken on the basis of achieving certain performance objectives such as the completion of the servicing of the subdivision to the satisfaction of the Town, as well as the construction of dwelling unit(s) as evidenced by the issuance of certificates of occupancy
