REQUEST FOR PROPOSALS
for Meadow Street Stormwater Repairs
NOTICE IS HEREBY GIVEN that the Town of Lyman (“Town”) is issuing this Request for
Proposals (“RFP”) for repairing stormwater infrastructure.
Respondents are solely responsible for ensuring proposals are received by the Town on or before
the submittal deadline. Proposals must be received no later than 2:00 p.m. EST, on Wednesday,
February 4, 2026, at the following address:

An original copy must be signed by a representative authorized to bind the company. The original
signed proposal and two (2) duplicates are to be submitted in a sealed package with the name of
the respondent and RFP title “Meadow Street Stormwater Repairs” clearly marked on the outside
of the package. An electronic copy on a flash drive must accompany the proposal in the same
sealed envelope.
Failure to comply with the requirements set forth in this RFP may result in disqualification.
Submitted proposals may be withdrawn at any time prior to the submission time specified in this
RFP, provided notification is received in writing before the submittal deadline. Proposals cannot
be changed or withdrawn after the submittal deadline. No handwritten notations or corrections will
be allowed. The Respondent is solely responsible for all costs related to the preparation of the
proposal.
The Town reserves the right to reject any or all proposals and to waive any minor informalities or
irregularities contained in any proposal. Acceptance of any proposal submitted pursuant to this
RFP shall not constitute any implied intent to enter into a contract.
The contract award, if any, will be made to the Respondent who, in the Town’s sole discretion,
is best able to perform the required services in a manner most beneficial to the Town.
Introduction
The Town of Lyman is accepting Proposals for a qualified professional company to provide design,
permitting, and construction management service for repairs of stormwater infrastructure at
Meadow Street in the Town of Lyman. The RFP is intended to provide a common and uniform set
of instructions to guide Respondents through the development of proposals.
There is no expressed or implied obligation for the Town to reimburse any respondent for any
expenses incurred in preparing proposals in response to this request. Materials submitted by
respondents are subject to public inspection, unless respondent identifies proprietary or
confidential information as provided in the proposal.
During the evaluation process, the Town reserves the right, where it may serve the Town’s best
interest, to request additional information or clarification from proposers. At the discretion of the
Town, respondents submitting proposals may be requested to make oral presentations as part of the
evaluation process.
The Town reserves the right to retain all proposals submitted and to use any idea(s) in a proposal
regardless of whether that proposal is selected. Submission of a proposal indicates acceptance by
the respondent of the conditions contained in the request for proposals, unless clearly and
specifically noted in the proposal submitted and confirmed in the contract between the Town of
Lyman and the respondent selected.
It is anticipated the selection of a company will be completed by February 10, 2026. Following the
notification of the selected respondent, a recommendation and proposed contract will be prepared
for review and approval by the Town of Lyman Council at its public meeting following notification.
The Town reserves the right to reject any or all proposals, to waive any non-material irregularities
or information in any proposal, and to accept or reject any items or combination of items.
Proposals must be responsive to the Town’s request. The Town shall determine the most
responsive and qualified company providing the best service and shall then seek to negotiate a
contract for a fair and reasonable price.
The request for proposals does not obligate the Town to award a contract or complete the project
and the Town reserves the right to cancel the solicitation if deemed in its best interest.
Scope of Services
The project is located at Meadow Street. The general proposed scope of work includes the
following:
Culvert replacement design and permitting of the upgrade under Meadow Street within
SCDOT right-of-way;
Existing gravity sewer reconfiguration design and permitting along Meadow Street;
Design and permitting the replacement and upgrade of stormwater pipe behind homes
along Spartanburg Road.
Prepare contract documents, including plans, specifications, and bidding documents.
Construction management services for the repairs of stormwater infrastructure at Meadow
Street in the Town of Lyman.
The Town is requesting engineering services for the proposed scope of work.
Evaluation Criteria
A recommendation for respondent selection will be made to Town Council based on the
evaluation of the proposals/qualifications, which will consider the engineering team’s
qualifications, comparable experience, and availability to undertake the project through
providing a planned successful scope of work complete the tasks timely and deliver a
high-quality work product.
All interested parties are encouraged to submit proposals to the RFP. The company’s
capabilities, competence, and capacity will be considered. The Town reserves the right to
choose the overall best respondent according to the Town’s best interest. The Town, and
its designated representatives, shall be the sole judge of its own best interest, the proposal,
and the resulting negotiated agreement. The Town’s decisions will be final.
Submittal Requirements

Inquiries about this RFP: All inquiries and questions regarding this RFP shall be in writing and
directed to: Noel Blackwell, Town Administrator, nblackwell@lymansc.gov. The deadline for submission
of any questions shall be February 2, 2026, at 2:00pm. No questions will be answered until after the
deadline has lapsed. Do not call or email any other employee or elected official seeking answers to
questions. If any person or entity violates the prohibition against calling or emailing others with questions,
the Town of Lyman reserves the right to immediately remove said person or entity from consideration.
Questions and Answers will be distributed to all interested parties through a formal written addendum to the
RFP prior to the submittal deadline. All addendums will be posted on the Town’s website:
www.lymansc.gov.
Letter of Interest: Please include a letter expressing the respondent’s interest in being considered
for the project. Include a statement regarding the respondent’s availability to dedicate time,
personnel, and resources to this effort. The letter of interest must include a commitment to the
availability of the respondent and all key project staff to provide specified services.
Relevant Experience: Please provide a minimum of three (3) specific examples of the respondent’s
relevant projects for stormwater and sewer design and replacement for which the respondent has
performed similar services. Include the name, contact person, address, phone number and/or e-
mail of each party for whom the service was provided, as well as a description of the service
performed, the dollar amount of the contract, and the date of performance.
Work Schedule: Provide a realistic proposed schedule designed to meet the Town’s objectives with
key deliverables, milestones, and tasks, including dates for completion of the final reports.
Project Manager: Please include information about the specific relevant experience for the
proposed Project Manager. A Project Manager must be designated and must be the principal
contact for the Town.
Staff and Availability: Provide resumes of key personnel who will be assigned to the delivery of
the project and their availability.
Conflict of Interest Statement: The respondent shall disclose any financial, business, or other
relationship with the Town that may have an impact upon the outcome of this contract.
Permits: The respondent shall be required to obtain applicable permits as required by the Town of
Lyman if applicable.
