Separate sealed bids for the CHESTERFIELD COUNTY DEPARTMENT OF PUBLIC
HEALTH (DPH) PARKING LOT will be received at the office of the Chesterfield County
Administration Building, 178 Mill Street, Chesterfield, South Carolina on December 18,
2025 at 10:30 am, then at said office to be publicly opened and read aloud.
The scope of work includes: the work on the DPH PARKING LOT consists of removing
all asphalt, curb & gutter, grading and constructing approximately 17,280 SF hot mix
asphalt (HMA) surface type B, with a 6-inch stone base, geogrid, 900 LF of 2-foot curb
and gutter, and storm-drainage improvements.
The Information for Bidders, Bid Form, Contract Plans, Specifications, Bid Bond,
Performance and Payment Bond, and other contract documents may be examined at the
following: the Chesterfield County Administration Building, 178 Mill Street, Chesterfield,
SC or the Pee Dee Regional Council of Governments (PDCOG), Florence, SC.
Copies may be obtained from the office of PDCOG, 2314 Pisgah Road (off US Highway
52) upon payment of $125.00 (checks or money orders only - No cash or credit cards
accepted) for each set. Any successful bidder upon returning such set promptly and in
good condition will be refunded this payment, and any non-bidder upon so returning such
a set will be refunded $50.00.
When obtaining contract documents, provide the following information about your
company - mailing address, street (UPS) address, telephone number, and e-mail

Each bidder must deposit security in the amount and form specified in the Information for
Bidders.
Other qualifications or bid requirements include: 1-Year Warranty Required
This project is being funded in whole or in part by the Community Development Block
Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All
contractors are required to be registered in the federal System for Award Management
(SAM). Bidders on this work will be required to comply with the President’s Executive
Order No. 11246 & Order No. 11375 which prohibits discrimination in employment
regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if
the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract
Work Hours and Safety Standards Act, and 40 CFR 33.240, and the Build America, Buy
America Act (BABA), enacted under Division G, Title IX of the Infrastructure Investment
and Jobs Act (IIJA, Pub. L. No. 117-58) signed into law on November 15, 2021. The
CDBG application, including the cost estimate, is available for review by contacting Kim
Ethridge at 843-702-3139.
Bidders must also make positive efforts to offer employment, training and contracting
opportunities in accordance with Section 3 of the Housing and Urban Development Act
of 1968. Attention of bidders is particularly called to the requirements as to conditions of
employment to be observed and minimum wage rates to be paid under the contract.
The owner reserves the right to waive any irregularities, or to reject any or all bids.
No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
