Draft Request for Proposal (RFP) FA8903-25-R-0031, Optimized Remediation Contract at Air Force Plant (AFP) 4, Fort Worth, Texas.
This is not a solicitation for proposals; no contract shall be awarded from this announcement. Nothing shall be construed herein to commit or obligate the Government to further action as a result of this research. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses. Any information provided by industry to the Government as a result of this notice is strictly voluntary. Contractors responding are hereby notified that participation may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation.
1. The Government anticipates awarding the subject requirement as a Firm Fixed Price (FFP) contract. Pursuant to Section 8(m) of the Small Business Act 15 USC 637(m) and in accordance with the Federal Acquisition Regulation (FAR) Subpart 19.15 – Women Owned Small Business and the executed Partnership Agreement between the U.S. Small Business Administration (SBA) and the Department of the Air Force. This action is pending acceptance by the SBA for Environmental Remediation Services for Optimized Remediation Services at Air Force Plant 4, Fort Worth, Texas, NAICS-562910.
2. Notice to Offeror(s): This is NOT a solicitation. Proposal is NOT requested and the Government is NOT accepting proposals at this time. This Draft Request for Proposal (RFP) and its attachments are posted for industry review and are subject to change prior to their official release. The purpose of release of these draft documents is to facilitate an improved understanding of the Government requirements. Industry is encouraged to submit written questions regarding the draft documents using the Excel document provided, “ Questionnaire-Draft RFP” Attachment 1.
When submitting questions/comments/concerns please do not include an overview of your company/business, please do not restate how your company/business can complete the task differently or better. Please submit only questions/comments to help the Government enhance the solicitation or DRAFT documents posted.
3. The purpose of this effort is for Optimized Remediation Services at Air Force Plant (AFP) 4, Fort Worth, Texas. The requirement shall be completed in accordance with all applicable technical and regulatory requirements and the Draft Performance Work Statement (PWS) dated 13 February 2025, Attachment 2. The Base Support Letter (BSL) is also provided as Attachment 3.
4. The Period of Performance (PoP) will be approximately 10 years from date of award. One (1) base year, and Nine (9) option years (1-year options).
5. All questions shall be forwarded via email to the Contracting Officer, Christopher L. Keyes, christopher.keyes.2@us.af.mil and the Contract Specialist, Tina WatsonTarver, tina.watsontarver.1@us.af.mil. Email responses are required to maintain a written record.
6. This Draft RFP and its attachments are posted to obtain industry feedback. Please provide any comments, questions, or concerns to the Contracting Officer via e-mail to the Contract Specialist at christopher.keyes.2@us.af.mil and tina.watsontarver.1@us.af.mil by COB 07 March 2025 using the Excel document provided, “Atch-1 -Questionnaire-Draft RFP”. The Government will review all questions received and will post the questions and answers on SAM.gov on 14 March 2025.
