The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has the need to procure services for the calibration and rental of seismographs and other technical and training services over the next five years. To support these needs, the Government intends to award a firm-fixed price contract with a five-year period of performance to White Industrial Seismology Inc. (Cage Code: 0UAF9), on a sole source basis.
This is intended to allow streamlined procurement of the required services and rental of seismographs from the sole manufacturer, White Industrial Seismology Inc. The ERDC GSL requires the use of White Industrial Seismology Inc’s seismographs. The ERDC GSL currently owns White Industrial Seismology Inc seismographs and previously utilized those seismographs during a similar project in 2011. There is no other equipment that can be used because the data obtained during this requirement will need to be compared to the data collected during the 2011 project. Therefore, the data must be collected on the same seismograph systems for consistency. The systems are proprietary to White Industrial Seismology Inc. Thus, White Industrial Seismology Inc. is the only company capable of meeting the government’s unique requirements and is the only vendor that is qualified to troubleshoot, and field repair their systems. No third-party vendors are authorized to perform such services or to provide the rental of White Industrial Seismology Inc’s seismographs. White Industrial Seismology Inc. is a small business concern. The applicable North American Industrial Classification System Code (NAICS) code is 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34,000,000 dollars. This notice of intent is for information purposes only.
This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
