The Naval Air Warfare Center Aircraft Division – Webster Outlying Field (NAWCAD WOLF) intends to award a follow-on Basic Ordering Agreement (BOA) Task Order (TO) to Raytheon Corporation (RTX) of El Segundo, CA CODE 4U884, for a period of 60 months from the effective date of the BOA TO. This requirement is a follow-on procurement and is to provide restoration services in support of Air Traffic Navigation, Integration, and Coordination System (ATNAVICS). These services include conducting sensor pallet restoration, maintenance, and fleet support on the AN/TPN-31(V)7 and AN/TPN-31(V)11 ATNAVICS to meet the current design specifications and system configurations. Failure to maintain the full operational capabilities of the AN/TPN-31(V)7 and AN/TPN-31(V)11 ATNAVICS will negatively impact the ability to rapidly deploy troops and equipment to remote locations to complete the mission of the United States military.
Raytheon is the Original Equipment Manufacturer (OEM) of the AN/TPN-31(V)7 and AN/TPN-31(V)11 ATNAVICS and is the only company that possesses the data rights to key technology utilized and as such is the only firm that can provide the required support. Under the statutory authority 10 USC 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
This notice of intent is neither a request for proposal nor a solicitation of offers. This synopsis is provided for information purposes only. A determination not to compete this requirement is solely within the discretion of the United States Government.
If you wish to submit a capability statement for review in accordance with FAR Part 10, please send to Reagan Brady by 13 February 2026. Interested vendors should submit their capabilities statement in a document no more than four (4) pages containing no smaller than ten point font. This document shall demonstrate the capability to meet the requirements in the Draft Performance Work Statement (PWS) attached to this posting. Additionally, all responses shall include Company Name, CAGE Code, Address, Business size, and Points of Contact (POCs) including name, phone number, and mailing address.
